In India, At present there are so many types of software/portal used by state and central govt offices, banks and other institutions for their E-Governance. First we should integrate this all into "One Platform" which will serve as "One Software" to all government offices and citizens. A citizen can use the entire history by putting his/her PAN or Aadhar Number or any other unique number. However, we can have some restriction in the view access if required. This will be cost effective one.

When we can cover most of the apartments it will become easier to build smart wifi cities. BSNL can make this profitable by providing accounts to apartment users and offer more download data usage for a certain amount. This also helps encouraging hardware in India. Second, make computer education mandatory in government and private schools from lower middle school. Third, completely remove paper work in government offices and implement e-governance also programs like SAKALA (karnataka govt)

Along with Railways, BSNL is one govt unit that needs to be revamped and pull into profits cycle. If BSNL is considered as the path for Digital India then we will be achieving 2 goals, 1. Digital India and 2. Profitable BSNL. Firstly, BSNL should invest in R & D and rope in some start ups to make switches and routers of high quality for BSNL rather than using chinese huawei, improve call center and SLA, improve ground and office staff, hire ground sales men . Make apartment in cities a wifi zone
