Option-2 : As an experiences IT expert I would suggest this option Out of the 3 options available, as it covers most of the Visions of the Programme as along with RTI , it also has participation of people at most levels along other elements of webpage essentials.

1.make application more simple.2,face book and twitter login options may be provided.3.the links will be tested before going to launch. 4. avoid the buttons and menus functions(some time the buttons/menus goes to 404 page error or showing the message by the anti-virus, get out of this site).5.more design means, slower to load the page. 6. avoid inserting of larger images, instead you can use flash or gallery type(auto forward) images.7.keep the design home page small to facilitate mobile users

option 3, compactness is very essential. Too much information can distract from the subject. good for touch-screen.

‘Option-2’ It is very optimistic kind of design. Colorful tiles are appealing to eyes. Provides new & innovative way to interact. Will draw attention of youth as it did for me!

Option 1 or 3(3 mostly preferred), Simple and easy user interface.. option 2 is creative, but the very important objective of a govt website is that even a low level educate who can access internet should be able to access the site and it's features. Option 2 makes it a bit difficult to find the tabs/features...
