option 2 because graphic design of option 2 looks attractive and trendy and represents the way trend is changing in upcoming future other 2 sites are formal that is gud too but we want change in digitalisation of nation so the design should be trendy and option 2 is perfect with a clear view on navigation menu options

Option-1. It is simple and user friendly. As most of our rural people are ignorant, simple methodology should be adopted to make them to use it for best service.

option 2 - colorful, simle and unconventional...similar to the new windows metro UI. this design is good because it doesnt waste any space in photos..and all links are put straight forward on the screen...nicely done.

i will go for option 1 as links are provided clearly on the top & the images of contents of site are separately displayed other options as option 3 is also good but for daily users who operate on desktops, etc but the users who rarely visit these type of sites as well they have access to internet only using mobile phones, so minimzing of graphics on site will be beneficial to all for accessing even on small devices like mobile as well with low bandwith internet connection.
