The best way is the use of combination of wired(OFC) and wireless(wimax) technology...and to utilize barren land for ofc and using wireless technology in cities..

Electrical cables connected to every home can be used to make a super data highway and it can travel throgh the same electricity line in which almost whole India is now connected. The only requirement will be an isolator which which isolate 50hz AC from data in higher frequency in the line.

The laying of the OFC involves lots of permissions and approvals from the authorities and takes time to get everything in order, and may have to deal with multiple bodies. If the NHAI and R&B lay the ducts and lease it to operators to lay the fibre, it could be faster, streamlined, no multiple diggings, can also limit the fibre cut incidents. The last mile can be achieved same way or other modes based on feasibility.

1. Allow MPLAD funds to be spent on NOFN. 2. Allow CSR funds to be used for NOFN. 3. Look for a PPP model where private players could do the work and maintenance. They should charge reasonable sums to end-users break even or they could be subsidised for some time (it would be an investment). For example, link-up with cable TV operators or Broadband operators and allow them to use the a fixed bandwidth of the network in lieu of building and maintaining it. 5. Universal service obligation.

As much i know all the backhaul network used by all the mobile phone service providers is a optical network. so all the service providers will have their own optical network. So by sharing of network of these companies can improve the efficiency of the network.some research to be done in this area and some strategies for investment share also to be worked out. somewhat line "optical network BANK".

Allow cable Tv operators to provide their services along with the broadband connection given by BSNL on a Optical Fibre Cable in which both can share the cost. Also the cable TV operaion will be digitalized simultaneously.

Best way to improve optical fibre network is to provide an option to public. to adapt the optical network for high speed connection. they should be evoked and then a minimal charge should be collected from everyone and a better wired optical network should be established. But one more thing that is to be kept in mind is . optical fibre has a high initial cost and for that government needs to provide resources to the dealing company.

Indian Railways - Fiber optic cables can be laid along the railway tracks. Railway stations space can be utilized to support the landing and access points for the fiber network. Secondly, policy must be created to promote data-centers in the Himalayan states, specially in the North-East (Arunachal Pradesh). The cold climate and available hydro-electric power will be ensure viability. Also the high tech investment will aid overall development in the North-East.

As optical fiber network is very costly to plant we should take help of FDI or local operators to plant optical fiber network but we also need a fast wifi network also across india.

it's not possible for the country to do deploy all development plans at once. we can't setup the bullet train,improve road facilities and fix everything simultaneously. AS THE FIRST STEP 3G SHOULD BE RE- ENFORCED WITH CHEAPER RATES AND WIDER COVERAGE UNTIL HIGH SPEED OPTICAL FIBRES ARE SETUP. 3G's PRETTY FAST.4G SETUP WILL TAKE ANOTHER 5 YEARS TO SPREAD COUNTRYWIDE
