And then, add tendency of Indians to rush to any corner to relieve themselves at each & every stop! manual scavenging is off-shoot of such RIGID attitudes. I read at Sabarmati Ashram that Gandhi insisted on inmates to clean own toilets. Unwilling people had no place there. Reason of Cost etc. are lame excuses. Will such excuse-Sayer pick at least for ONE DAY own soils to dispose off at appointed location? THE truth is , PRIORITY allotted to have CLEAN modern toilet with septic-tank is abysmal.

Answers are well known! OUR ATTITUDE is too rigid- Be it open-defecation or, Indians tendency to throw unwanted things out, with a care for own surroundings. When I was at Haridwar recently, a shop-owner simply threw used boxes and papers on to road with force, hitting a few passers-by & dust strewn all-around. Same on mountain roads= People threw used plastic bags(ubiquitous packing material for anything and everything) that shone during nights when headlights fell on discarded plastics.

Manual scavenger - are cheaper in India, people doing such jobs are uneducated and are from very backwards community, their poor condition makes them to do the job for very less money. Unless these people are provided an alternative income by various programs of gov, and putting a BAN on manual scavenging. This could be eliminated from India

Make it compulsory for every sarpanch to see that every house has a modern toilet in the village.Government should provide free toilets to low income groups.
