Prime Minister Narendra Modi addressed a webinar to detail a roadmap for effective implementation of the provisions of Union Budget 2021-22 in development of infrastructure. The panelists at the webinar shared their insights pertaining to improvement of quality of infrastructure; speeding up its development through advanced technology; and attraction of greater investment in the sector.

We seek ideas and suggestions from the public and other stakeholders on implementation of the finalized strategy for improved infrastructure development.

Payment made in infra projects need to be stringently as per prorate execution of projects ,exit clause in tender to avoid delay due to litigation with contractors , negotiation ,documentation ,directly with co going to execute the project and not front dummy co ,budget cost need to be vetted by independent agencies ,quality chk during execution ,bar chart monitoring , post execution maintenance provision ,ownership of executed project need to be of govt ,title of land with govt ,

Before launching govt need to chk if other prior formality are completed like acquisition of land thru out the path ,there are no litigation pending ,no road block , whether bidder have financial capablity to keep work ongoing ,whether govt has approved disbursal of said amount , whether physically said amount is available with govt , what if govt change , monitor project to be timebound , quality chk on infra executed , warranty / guarantee of infra executed ,maintenance part of infra executed

Govt can take world bank loan for infra development at cheap rates rather than keeping our banks at exposure thru pvt contractors , barter system is best in investing in infra ,half executed infra is worst like several dams are incomplete and lacs of crs of rs are already spent ,and its not of any use as of now ,seperate cag like administration is required to keep a chk on expenses prorate to execution ,

Infrastructure can also be in ppp model ,and investment can be just enough to trigger the initiatives and launch projects on auto mode. Self supporting way ,toll and bot model need not be encouraged as by the time toll period is over or lease period is over ,the asset will start incuring huge maintenance cost , as such in lieu of executing infra projects and to recover cost ,alloting land or some part of income thru incomes revenue of toll or tickets ,need to be given to recover cost ,

Infra investment also need to be done in enhancing the existing facilities wherein efficiency is affected ,there has to be chain link to devlopment with infra leading the chain ,if other sectors dont follow the infra , investment in infra wont get returns in any ways including devlopment ,recovery of cost ,interest ,etc other sectors to be linked are industrialisation ,amenities ,also to be promoted by govt agencies ,syndicate of contractors need to be broken and tender need to be global

Generally its seen that tender is alloted to some influential co and execution done by different co ,and advances are used for overhead expenses , which delays projects ,inflate project cost , and accountablity is restricted ,also investors buy land cheap where projects are coming from villagers and get hefty compensation from govt four times ,budget initiatives need to be on total completion of project and not halfway as iinvestment will not be worth it halfway

Infra structure projects need to be tied up with other ancillary users tenders also ,of basic amenities ,as only highway constructed will not attract devlopment ,if alongwith highway ,amenities are also devloped simultaneously of different sectors ,the money invested in infra will be worth it ,infra also need to include railways tie up ,basic habitable requirements ,by tie up with water and electric dept , infra need to have holistic definition and not inly highways

Govt also need to think how such investment in infra can gain returns to govt at later stage ,like thru toll returns , tickets of metro ,adding cess or taxes on such zones development ,maintenance of such infra expenses ,timebound projects need to be there in infra as cost escalation can have a major impact ,more players needed in bidding for tenders , foreign participation need to be encouraged to expedite infra execution ,tender need to be alloted to executing co directly ,

As such infrastructure investment like in highways ,metros ,with foreign participation & ,considering machines and equipment used ,technology used , dosent trigger employment to larger business communities , more subjects need to be included in infra definition literally also its needed ,like water supply ,electric supply ,education ,health sector ,govt buildings for administration ,police dept etc

Govt spending on infra is good , but invest in infra sector dosent mean only highways and metros , it also need to include supply of water , electricity ,so,id waste networking , administrative offices ,amenities like hospital ,,police dept ,muncipalties ,school ,college ,so as to encourage devlopment on outskirts ,make it affordable ,decongest cities , cater to larger communities ,
