if the central government can make sure that whatever money they are releasing for whatever purpose is being utilized to its last penny and not looted by numerous middle men till it reaches its destination. this itself will bring huge change. if releasing money for roads, make sure roads made, otherwise state govt then nagar nigams consume all money bt hardly will see work done.no development can happen this way. if disease of corruption of treated, more than half of india's problem will b solved.

When GST is introduced, allow a deduction on taaxable income up to say INR 5 lacs pa for GST paid by the end-consumer, based on invoices. Incorporate this into the IT backbone that consumers can use their PAN number and log in the GST paid by them on goods and servics consumed. The incentive for doing cash transactions w/o invoices will be almost eliminated. This will increase tax revenues significantly.

Please create a National Investment Fund of India. Proceeds from disinvestments, dividends from PSUs, fines & penalties, receipts from auction of natural resoruces (incl spectrum, coal, etc.), forfeited election deposits, and other such sources, should be aggregated into this fund. Debits to this fund should only be into two areas - retiring high cost external debt and investing into new PSUs (inclduing Banks). Selling family silver to manage revenue expenses is a criminal waste!
