This discussion is about seeking suggestions from the citizen on the gist of the Smart City Plan of Hubballi-Dharwad.

Hubballi-Dharwad Municipal Corporation, in Karnataka State has been selected by the Ministry of Urban Development as one of the 100 smart cities to participate in the “Smart City” Challenge Stage-2 by the Ministry of Urban Development, Government of India.

It is time to make Hubballi-Dharwad a smart city, a well known city for business, education and contribution for technology by having Technology university like KLE Technological university. The city is not developed as comfortable, accessible, transport, water facility, green environment etc,. Hence to enable to support development of Hubballi-Dharwad and better living place in all dimensions it has to become smart city.

Need to bring awareness about the smart city concept among the citizens - 1. Good traffic management, 2. e-governance (transparent), 3. good future planing of the localities, 4. Waste management 5. Value added services for the citizens

Siddhalingeshwar I G, BVBCET, Hubli. Our smart city should aim at inclusive growth of society,good governance, green environment, nurture industries of all scale (Small, Medium and Large)leading to better employability and improved standard of life in terms of basic amenities and health care. Smart City administration must commit themselves for achieving this.

Promote all the Residential Associations of HD to be part of administrative mechanism, so that all stakeholders participation happens by default. Allocate volunteer responsibilities to them to support HD corporation activities. e.g., creating awareness about keeping City clean, not cutting trees on road side, not spoiling roads for festivals, educating their Colony children about traffic regulations, etc.

primary current requirement of the city is dust free roads and properly and scientifically installed road breaks.above all green and clean city environment.

Any project that is taken by any agency for the benefit of HD citizens must comply with PDCA cycle. Plan, Do, Check and Act. There is absolute necessity of creating the administrative net work accordingly in HD corporation. Additionally please include respective area stakeholders (citizens) in to the above mechanism so that real time problem is addressed and not a misunderstood problem as assumed by one consultant/ an official.

I would also like to mention that the HD is already working towards transparency and citizens involvement through various means -- some of them are covered in the proposal. HDMC is very co-operative and active in this regard. Btw, this is what is happening with most of the corporations, there is no accountability and proper action taken by the authorities on shabby works.. For the smart city we need better tracking of works done by the contractors and contracting agencies. This involves citizens to become a little smart in just reporting the status of the roads/digging work and take the appropriate action on it. And the city has to be smart enough to provide citizens with the right information as to where to report whom to escalate etc. The transparency in the corporation and citizen's active participation is necessary in making HD a smart city.

The connectivity of all the stake holders should be given a priority. At given point of time all stake holders should work together to improve urban communication (citizens and Govt) and to reduce resource consumption. The technology will play an important role, so, tailor made technological project should be entertained.
