9. Please consider using all students from the civil engineering colleges across the country who should survey each village and draw the plan and estimate the cost per village.
10. Let village make some percentage of contribution (preferably in the form of man labor or money) and rest contribution by the Govt. to implement the suggested water shed program by the civil engineering students.

7. Setup small scale food grain processing and packaging units at each village level. Enable local farmers from each village to brand and sell their products. Postal services with online purchase/sell portal (should be created by Govt. as enabler - equivalent to ebay, Amazon etc.) will be a great boon to farmers.
8. Water shed management should be effectively implemented at village level such that rain water is totally blocked within village area to make them water self sufficient

4. Enable farmers such that all farmers gradually use only drip irrigation (and sprinklers)
5. Make sure that well qualified field officers are deployed who will educate farmers to effectively use "Integrated paste management" system. Deter farmers from using chemical fertilizers and pesticides to the extent possible.
6. Make sure that farmers are supplied with adequate and consistent electricity (at least for 8 Hrs a day without interventions and with standard pressure)

Sir, can the Govt. work on below?
1. Identify accurate quantity of all the crops our population needs. Estimate the exports for each crop produce too.
2. Create a real time portal which will reflect the estimated need and actual projected yield crop wise.
3. Give clear directives to each village in country as how much field they should bring under each crop; ensure no violations happen. This will ensure that no excess yield or shortfalls happen leading to excessive price drop or rise

Pass an ordinance which allow farmers to grow trees to peripherals of farm.10trees on North in first year,10trees on east in second year,10trees on south in third year and 10trees on west in fourth year. After 4years the trees in North grown up. Farmers should be permitted to sell the wood and trees. It earn money which helps farmers to buy seeds,pesticides and urea etc. Trees surrounding will protect the yield and crops by heavy rain and other drought etc.Farmers will be independent to develop.

Water harvesting is another solution to help solve the water problem. Rain water can be channeled from roof tops into individual tanks or into a common well or tank for use later. It is also important to lining walking paths and roads with trees to ensure that people walk more and drive less. This will result in less warming of local areas.

I would suggest we seriously consider the famous Fukuoka style of farming for 3 good reasons: 1) No plowing is involved, 2) It is organic, 3) It produced the highest yield in Japan and is practiced by many Indian organic farmers. http://www.appropedia.org/images/d/d3/Onestraw.pdf. Farmers are facing water shortage. Pls. interconnect the rivers or make dams, canals, hire experts for advise in this field. Atleast start the work in the BJP ruled states.Its high time some action is taken in this area.
