Quality deficits can be addressed in the State public universities by the following means- 1-there should be an independent quality audit apart from NAAC by THE Respective Honourable high courts of the countries. 2-The Financial Aids need to be Extended to the state public University only on the recommendation of Audit committees on quality standards by UGC. 3-Vice-Chancellors should be responsible for the performance of the university 4-Examination copies should be evaluated in other state

To ensure fair selection, recruitment of teacher in university should be entirely on the basis of written examination. Part of total vacancy should be filled through national level test conducted by body like UGC. The written test must also be able to evaluate a person for his commitment, fairness and his perception about the society. Teacher must go under rigorous training on teaching skills for 6 months before placing them in University.

currently the fees of IIT is much less to what is being charged at other state run or pvt institutions, most of the state govt run colleges are offering self finance courses(SFC)for example Rajasthan Govt is running almost 10-11 engineering colleges where the fee charged is on the SFC basis. In fact Rajasthan State Govt is making money out of these SFC courses, whereas those are expected to provide budgets. Needed is that state government simple stops taking its 25%-50% share from SFC. courses,

encourage innovation, rank them by the number of innovations made per year and then release funding accordingly. Also try and absorb their top students into DRDO, PSU and ISRO

No of state universities should be doubled so that there is quality in them and number of colleges per state university should be halved. All state universities should not have more than 50 colleges per university. state universities should focus only on mass level education like UG and PG courses and online courses.
