Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Plzzz send ur officers to keep check in the areas that there is no corruption going on because in my village kotwalpur, district ghaziabad, state uttar pradesh the food grains come but they are not distributed among the villagers they say that khtm ho gya hai stock but that is not true......because the pradhan and the rashan shop shopkeeper are together doing corruption and yearly pension comes for the old persons of the village that also go in their stomachs ,plzzz do something about this......

Mobile number registration with rashan card should be mandatory! While distribution food material, a confirmation code should be sent to beneficiary's mobile number and should be submitted to Ration Dealer to confirm the right and real beneficiary! It could help a lot stop black marketing of subsidized food material and save money.

Goal of PDS is to ensure that poor people r getting food at subsidized cost.Govt should give up storage,distribution & supply chain management activities, let free market forces handle it, they will do it more efficiently. All govt has to ensure is that at point of sale, the grocer gets the market value of food, while poor pays the subsidized amount and govt the balance.Please read my suggestion below for issuing a PDS debit card system to ensure smooth payment. Or something similar can be done.

My suggestion: To issue PDS debit card per family linked to individual bank account updated with Aadhar Card number. This PDS debit card can be used at any grocery store or PDS grocers. The grocers will be paid market value while.the PDS user account will be debited with subsidized amount and the balance amount will be paid from govt account.If user exhausted monthly quota then no subsidy. Technical issues of managing payments and grocers POS needing swiping machines will have to be sorted out.

to the food security india it's my suggestion,SUPPLY THE QUALITY FOOD FOR GROWING PEOPLE MENTALLY AND PHYSICALLY. THAN HOW TO BALANCE TO DO DEEDS, TEACH THE PEOPLE.IT IS A FOUNDATION FOR BEST INDIA. BECAUSE INDIA IS ALL-ROUNDER.

we must do awareness campaign among farmers across the India about government scheme which can be beneficial to them and also about MSP so that the food products may come to proper channel and avoiding wastages so as to reduce the prices. poor people can afford to have food twice a day. Also all the storage facilities should be guided by a well trained team under scientific guidance to ensure food seciturty

40% food ingredients in india wasted because of lack of storage facility,make a proper storage system.provide a good market for the farmers,stop giving it free,make the people earn it.
