For delivering various Citizen centric services and furthering the reach of Financial Services including Insurance, the Government of India has set up a Task Force to examine and recommend efficient utilisation and upgradation of the Post Office Network, enabled with Digital/Internet Connectivity to rural Offices and outpost areas enabling reach of different services in rural areas. This Network is also being viewed as a distribution channel to retail various schemes and services of Central Government, State Government and Private Sector Players.

Through this discussion the Department of Posts (Ministry of Communications & Information Technology) seeks suggestions on the following:

•    To provide efficient postal network and points of presence [particularly in rural areas and small towns] to Central Government Ministries / Departments, State Governments [including Local Self Government] and private sector players for delivering various citizen-centric services, scheme, products to the people.
•    To further the role of Post Offices in Financial inclusion, including Insurance products
•    The infrastructure requirements of the Post Offices and the Postal Network
•    To make the Post Offices financially viable

The staffs should be trained to be customer friendly so that people feel good while using services of post office, it had been observed many times that the staffs at post office often speak rudly with customers when being asked about specific details of services and often ask customers to approach post master for any issues. This can be cured through effective behavioural training and also through introduction of feedback system at post offices where one can post feedback & complaints.

Indian post offices have sufficient infrastructure in form of space which can be utilised in best possible manner to generate revenue through other activities also. For this the for most requirement is to make ensure that post offices are free from the hands of agents & various other intermediaries who not only spoil image of postal service but also hide important terms & conditions from customers because of which customers feel cheated & they avoid using services of indian post.

Create a Public company - India Post Limited, & then create subsidiaries: 1. India Post Delivery: Low-cost postal company to compete with global courier services (& tie up with Air India) 2. India Post Microfinance: A pro-poor micro-banking company (linked to new banking scheme) 3. India Post Email/eSMS: As more Indians embrace internet, tap a huge market (and also reduce foreign control in this vital ICT space) 4. India One: One-stop service center for all govt services (like Bangalore One)
