For delivering various Citizen centric services and furthering the reach of Financial Services including Insurance, the Government of India has set up a Task Force to examine and recommend efficient utilisation and upgradation of the Post Office Network, enabled with Digital/Internet Connectivity to rural Offices and outpost areas enabling reach of different services in rural areas. This Network is also being viewed as a distribution channel to retail various schemes and services of Central Government, State Government and Private Sector Players.

Through this discussion the Department of Posts (Ministry of Communications & Information Technology) seeks suggestions on the following:

•    To provide efficient postal network and points of presence [particularly in rural areas and small towns] to Central Government Ministries / Departments, State Governments [including Local Self Government] and private sector players for delivering various citizen-centric services, scheme, products to the people.
•    To further the role of Post Offices in Financial inclusion, including Insurance products
•    The infrastructure requirements of the Post Offices and the Postal Network
•    To make the Post Offices financially viable

Last date for sending your suggestions is 30th November, 2014.

An International Standard Operating Procedure With Higher Digitization at each level of processing should be implemented. Older Air India Planes which are not used for civil aviation should be used for parcels and express deliveies.

Village Post Masters should get a decent pay and they should be assigned with : 1. Collecting and updating population Data. 2. Process all identity related activities like PAN, PRAN. Voter ID, Aadhar, e-KYC, BPL etc. 3. All Govt. certification request processing 4. Conduct all Govt. surveys. 5. Canvass Postal Deposits

I have used India post express parcel for my e comm book store. Out of more than 60 articles that I shipped 2 lost, 1 damaged and more than 15 took 2 weeks to reach. Articles are not getting scanned at each point. I raised more than 15 complaints but found that the staff is not at all trained about new initiative. I am now forced to use private courier services. Unless all post offices are trained and willing to service, India post is going to miss e-commerce initiative.

Postal department must build a 100% full proof system in their core area of correct delivery of consignments before venturing into any other field. Many other public services depending on this core facility of postal department will also witness marked improvement in its functioning, vis-à-vis public satisfaction, if postal delivery is improved. I have put up my suggestion on 30.09.14 with these facts in mind. Subsequently, they can also use their database for leveraging into other services.

resp modi ji, instead of declaring holidays for different festivals, birthdays and on other occasion for govt employees, increase the no of casual leaves and earned leaves per year.In this way, total work paralysis in govt offices and banks can be avoided.At the same time people can enjoy their festivals according to their belief.

At times speed post delivery takes more time than normal post. If we make use of state transport system for direct dispatch to destinations connected by it the delivery would be fast and could compete with private courier companies. To cite an example a speed post meant for Chandigarh sent from Karnal (Haryana) thruogh RMS first reaches Ambala Cantt then to may be Chandigarh which takes two to three days. whereas private courier co delivers the packet within less than 18 hours. Let's look at it.

Implement the online services for postal department also.create one website for postal department.provide online stamps.provide the facilities for speed post and register posts.it saves the time.

5. with complete computerization of post office networks we should be able to make the Money transfer using the Money order should be made easy as still MO is used in many places across India as a standard mode of transfer of money particularly for rural India and this helps the rural people to receive money more easily

Post office banks should be allowed to have ATM cards and with government support should be allowed to use the public sector bank ATM's so that this is widely used by rural people.
