For delivering various Citizen centric services and furthering the reach of Financial Services including Insurance, the Government of India has set up a Task Force to examine and recommend efficient utilisation and upgradation of the Post Office Network, enabled with Digital/Internet Connectivity to rural Offices and outpost areas enabling reach of different services in rural areas. This Network is also being viewed as a distribution channel to retail various schemes and services of Central Government, State Government and Private Sector Players.

Through this discussion the Department of Posts (Ministry of Communications & Information Technology) seeks suggestions on the following:

•    To provide efficient postal network and points of presence [particularly in rural areas and small towns] to Central Government Ministries / Departments, State Governments [including Local Self Government] and private sector players for delivering various citizen-centric services, scheme, products to the people.
•    To further the role of Post Offices in Financial inclusion, including Insurance products
•    The infrastructure requirements of the Post Offices and the Postal Network
•    To make the Post Offices financially viable

Last date for sending your suggestions is 30th November, 2014.

3. we have a excellent network both in urban and rural places and ensure that we use this facility to reduce the cost of courier services. if we can reduce the time to spend at the post office this can replace the various courier services across India. PO's should be allowed to appoint a few collection agents there by increasing the possibility of people to use the postal courier service particularly for speedposts.

2. We had embarked on enrolling of customers in various banks and are expecting to reach around 15 crore shortly. We can ensure that at all rural places we have the people of india enrolling in post office banks.

With the far reach of Post Office net work we can work on the following aspects: 1. We have many public sector banks in rural villages which cannot sustain the economies of scale. But all these rural villages have post offices which can be used for banking facility there by ensuring that we do not need to open banks in rural places and make the banking facility available to rural people.

Earlier normal post could be trusted to reach metros maximum with in a couple of days. .However, Speedpost made,normal post totally lose its credibility and speed post became the order of the day. It is regretted that instead of improving , speed post has become a bugbear and we pay huge amount for unduly delayed delivery. .. The articles accepted in bulk from IT Refund bankers for speedpost are held back even for over a week before dispatching to destinations as could be tracked... Help?

A few ideas: 1. Bill payment facility to pay electricity, water, mobile bills etc can be introduced in post offices. 2. Video chat/conferencing facility 3. PO with dedicated link to irctc server can be used for train bookings and reduce burden on railway reservation offices 4. Post office charge card that can be loaded with cash in one PO and used to withdraw cash at any PO/ATM. Helps people travelling to project sites/remote areas.

They can also start selling Insurance if they can tie it up with LIC of India which is also a semi government organisation. Restructuring of Indian Post is Necessary, they already have enough working strength in terms of staff, they must re-set staff according to their new avenues they plan. I am sure the new government must have thought of similar things already. Wishing All The Best for Rebuilding Indian Post.

Post Offices can be the biggest contributors to the Financial Inclusion Program, they can be front runners in the for the following reasons 1>> Post Office has physical presence in every nook and corner of the country 2>> Post Man's have good knowledge of the allocated areas and good relations with people 3>>Beneficiaries of financial services through post mans will have good trust on them 4>> Further Post office having a physical presence will boot confidence of people in FI services.

Speed Post division should think to compete private courier services. Still Indian Rural People have mentality to write a Post Card over telephone call. The network which is already set in all parts of India can very well compete any competition, only the thing required is will to do so. More over they must be allowed to start Banking Services as well, as they have network throughout India and rural people actually use their savings services andthey use money transfer services as well.
