Taxation should be done only at the income (direct) stage or spending (indirect) stage. Indirect stage is a better option but is not progressive taxation like in case of direct tax. To make indirect tax progressive the taxation shall be made based on the amount of spending and place of spending. Let me define taxation as below: Spending below 1000 per transaction Rs 0/- 1000- 10000 10%, 10,000-1,00,000 15%; 1,00,000 and above 20%; For services: AC outlet 15% for non-ac outlet 0%;

In the current setup we have so many agencies CAG, EOW, SFIO, CBI,ED, ACB etc etc ( there maybe many more ) why do we need multiple agencies ? These should be rationalised with clear jurisdictions, responsibilities and authorities. eg if CAG carries an audit then it should take it to its logical end and not just suggest "that a detailed investigation to be done ".It doesn't serve any purpose. Then why waste resources and efforts on CAG.

Income Tax to be focussed on providing a catalyst to long term growth , innovation and healthy living of the citizens. The industry would start to benefit from the changes automatically. Areas such as education, safety, health are some of the key areas. one example, teachers(CRPF,soldiers etc.,) should be provided with hardship allowance which consists of 3 components (distance from home town + distance from nearest town + altitude where they are serving) and this component should be tax free.

Central Govt should initiate a special drive to take REAL stock of the land bank under its possession. Different ministries like Defence, Railways,Telecom, etc are sitting on huge land bank. As a first step : they should work with State govt, local municipalities to establish clear title. Take possession of their property and then initiate actions for either appropriate usage or disposal. Laws - especially related to defence and railways land are so outdated - need to be scrapped or updated.

ITax for salaried persons to be simplified by doing away with outdated exemptions like LTA, HRA, Conveyance allowance and such items. More effort is wasted in compliance than the actual benefit. ITax rate can be suitably adjusted to ensure that it is revenue neutral. Simple yet extremely effective.
Similar intent has been shown for corporate taxes but not yet seen ANY ACTION in that direction. Only rhetoric.

Start at the individual level and make life easy for individual to live. Then automatically doing business will become easy. For a simple thing like vehicle registration, we have to stand in queue for hours and make several visits to the RTO office. Even senior citizens are made to visit multiple visits to government offices. Outsource all government work to private companies, and define clear cut deadlines for each task.As long as government attitude to people does not change, nothing changes.

Please remove income tax for employees. If not possible, atleast please make it simple and flat rate according to income slab. Remove the ridiculous and complex tax concessions. Why do I need to show proof of house rent? Do you think people reside on roads like beggars? What about Rs.800 for conveyance. Can you commute with that amount in any city? Please do not put tax on anyone earning below 10 lacs per annum.
