The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Comments are invited from public on the proposed guidelines.

FOR CONTROLLING ABs CENTRAL STATE OTHER DEPARTMENTS ARE INVOLVED MAY LEED TO RED TAPISM AND CORRUPTION. THE CATEGORISATION CRITERIA MAY BE PURELY LEFT TO SKILL UNIVERSITIES AND FINAL APPROVAL POWER MAY BE GIVEN TO ONE OF THE RELEVENT HEAD OF DEPT. TO REDUCE REDTAPISM BY GOVT. DEPTS. TO ATTRACT PRIVATE BODIES SOME SPECIAL SUBSIDIES MAY BE ANNOUNCED FOR THEIR PARTICIPATION.

PRIOR EXPERIENCE FOR ABs category criteria left to skill universities and private bodies but better if state department guidance is admitted or opinion ASPECT only may help LOCAL NEEDS of STATE GOVT. as regional needs are better assessed by STATE bodies also PERFORMENCE records of ABs may be available with state department and again full control may be avoided for giving free hand to privy and skill universities. FEE 1 LAKH AND 50K REFUNDABLE MAY BE PER YEAR Rs.10000/- average may be revised

most important is awarding body should be headed by highly successfully excelled in their field from scratch level to international level. example Infosys etc. great achievers by facing all hurdles in our previous rule scenario are Mrs Sudha murthy , Narayan murthy. Committee Headed by them along with High standard educationists like Dr Doraiswamy, Head of PES institutions, international repute educationist Dr Hurrah koujaligi and from highly succeful industrialists like Tata, Reliance , Birla.

No further changes required. Said Guidelines are already included all necessary things regarding this. Hope this will be implemented as soon as possible.

Gaining practical knowledge through the skill development program gives the student a self confidence regarding their future, as present teaching method was taking the student far from practical knowledge. These students will not be worried regarding their job, as they can utilize their skill, but skill based training work should be conducted by different industries, so certification by them give priority in future employment in that (similar type) company.
