The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Comments are invited from public on the proposed guidelines.

ln my view skily development programme should be based on ground reality and local needs skill should be totally based on reality based needs and how we would adjust it second mental and physiological barrer

According to MHRD Notification reorganization AMIE is not valid after 2013 student. Request to valid the AMIE degree after the 2013 register student also. The mission is going down - Padhega India tabhi to badhega India. There are lots of students most awaited issue and they are expecting a positive response from out government of India. In my view skill development programme should be based on ground reality and local needs.skill should be totally based on reality based needs and how we would adjust it.second mental and physiological barrier should break in training programme.it has a main obstacle to break it.

Yes, I think including vocational courses in school level is nice, by the way it was already there in our curriculum, in the form of SUPW. But making primary education in mother tongue, creates little difficulty for the people with a transferable job, as where they stay, child may not go for state regional language and there may be unavailability of a teacher of the language of child's mother tongue, so only alternative is English.

I feel that vocational training is good for development of a particular skill. We should also provide certificates for them and the recruiter should also realize the importance of these training and courses. I personally feel that after getting so many certificate and knowledge the recruiter only give preference to their people or person based on reference.
