The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

To create an ecosystem for the development of Ro-Ro ferries and waterway transportation throughout the nation is an excellent idea of the Ministry of Ports, Shipping and Waterways. This method of transportation has several advantages like shorter travel distances, less pollution and cheaper logistics and will certainly help in building an environmentally sustainable future.

How we can make it great. 1. As of now waterways are not famous or familiar among our citizens 2. We must promote more, we need to share how such ships functions, we need to attract by sharing the functions takes place, like checkin, cisf checks, and other onboard services for the common man and it's benefits and then also for luxury ones.

I had shared ideas earlier to develop waterways, we should not be a block to our country's economy, rather we should make our rules and regulations strict liaising with all US and UT according to their request and mutual understanding to avoid conflicts or a misunderstanding. Before we decide something from the CG, it's always better we call the US & UT also participate and exchange dialogues, this avoids difference in opinion and also facilitates smooth operations of ferry movement from one state. Similarly with other countries. Indian means, they should think as quality and quality services.

Concerns over having casino onboard when in Indian soil can be resolved. 1. Make a clear policy for US & UT 2. The undertaking between Shipping company operating in India must be clear and strict compliance. 3. By paper, everything is right, but in reality lots of loopholes which makes companies bypass thinking who is going to ask us, even if anyone ask we will solve it with influence & money power. That attitude must be looked into unlike airlines company undertaking seems to be just name sake, (example already shared about a Bangladeshi airline undertaking to GOI where it is clearly mentioned they will follow all Indian law, rules, regulations & procedures whereas with all valid evidences of non compliance had been provided to all from Top executive of India, but no action taken by Ministry of Civil Aviation on the airline for last 8 months. 4. Atleast, in Shipping Ministry raise the bar, let not the undertaking be just for nake sake so that compliance is adhered. JaiHind🇮🇳

Ro - Ro facility is a way to goods transport through water ways.our eco system suppert water transportation.it is a way to solve problem if goods transportation.it should be tax free

Water transportation is a best abd cheapest way of goods transport.it is a way to Bharat became economic super power of world. 1 Basic infrastructure should be develop for goods transport. 2 Trained local people for create employment in water transportation. 3 water transport should be free of tax to attract trader through water ways. 4 port facility should be available at small place related to trade activity. 4 A water level of river should also be increase through different way.

We should engage a project consultant to conduct feasibility study for all identified routes to confirm the projects. Then we should engage project consultants to conduct Front End Engineering Design, assess project costs and Risk assessments. Then we should go for Public private partnership to implement the project. The company which takes this project should prepare HSEIA and obtain environmental clearances and execute the project engaging engineering consultants and construction contractors for the jetty and port infrastructure for berthing Ro-Ro and Ro-Pax vessels. It will be better to have inland waterways terminals created by dredging and reclamation since this will avoid long jetties and provides more secured access control system. Chip embedded adhar cards plus eye scanners can be used at ascending /descending points for secured access control by port authority. Vessel operators can be any third party fulfils the requirmets of vessel construction,maint,operation& certification.

1)Monitor &test frequently the atmosphere in Ro-Ro spaces for engines exhaust in compartment to prevent CO concentration from exceeding allowable limits. 2)Identify problem areas of roro vessels- stability design while shifting cargo or putting at higher levels, hull failure leading to flooding causing capsize, cargo access doors should not be used as ramp-check for damages to avoid ingress of water, uneven cargo distribution, Unsecured cargo, Enough sub division to contain fire or ingress of water, Location of life saving appliances, cargo access door should not be near water line. 3) Availability of Emergency Towing arrangements like Tug and tow wires. 4)Loading condition must be calculated for intact stability, shearing force, bending /torsion moment,etc & should not exceed 80% at any time. 5)Over stowage should be avoided. Cargo planning should be done as per latest cargo I.e. cargo for later port shouldn’t be placed over that of earlier port. 6)Put penalty for any non-compliance.
