Data policy should be in a uniform format, irrespective of particular distinction. There must be a provision and mandatory for all to declare the known as well as unknown sources of wealth accumulation.
The country already suffering from a parallel Economy arranged to hamper the growth of the country, through counterfeiting and smuggling of all possible living and no living objects by popular channels like the sea and airports across the country.
Data on agriculture, cottage industries and MSMEs are essential to the growth of the national revenues, authentic data would ascertain us how to take future courses of action for the realisation of controlling for wastage of money, moment, machine, man, material and the market as well.

Sir, Draft Accessibility and use Policy should also focus on Electronic Voting, which will be more transparent.and beneficial. Apart from EVM voting facility may also be available on registered phone. Many people from rich community donot bother for voting and feel insult to stand in the que. As We have seen in the past that KPs who are being paid Rs 13000/- pm per family and get free ration and othe facilities for jobs in Jammu, votes only around 2% may be due to any reason but blame the Govt for lack of voting facility. 60% voting is termed as good turnout as the millionners do not want to be in que but in the first line for the resources and benefits. So if electronic voting system through registered phone or computer with accuracy and secracy is provided, it will be best option for the Nation. Data may be linked from Adhaar and Ration cards as well as by special drive. Voting facilities may be on similar lines as provided for Registration for Covid vaccination. Thanks

In this electronic age access to internet data is the key. Data should be cheaper. Development is knowledge & adoption of ideas. Internet data is a tool for faster development. In many cases someone has already tried out the idea & you can improve on it or try out something new.
I don't know much about transmission of data. We have mobile connectivity,Optical fiber data cable.When large data through dish can come into TV with hundreds of channels. Why not internet in the same way to have connectivity throughout the country. What you need is a dish
set of box & power including solar to work in remotest place. Where Mobile or OFC is not available.The user can make payment for the data service providing company.
We should remember ours is one of the oldest civilization.We have done well in those days. We have inbuilt creativity only thing we should use modern tools like internet to our advantage. It's evident from our creativity in software. Its being encashed by developed countries

Hope by now our country might be knowing probabilities and severity of various activities. We should do risk assessment of every government department activity using well defined risk matrix. If the risk level is High with respect to economy, security, people, environment, property damage or loss & reputational damage or loss of a particular function of government then those documents and records must be kept only for internal circulation (intranet) and should not be disclosed on Internet.

India first should ensure that data is stored in India.
We can make the policy of Software service providers Services will be allowed when data is stored in India only.
The same should not be allowed to use out of India.
This will encourage Indian IT economy, we strongly need to shift IT business from USA to India.

Data is to be a very highly protected valued matter. It requires extreme security features and not to be accessed by anybody and everybody. I stress on this because the hacking and such weaknesses are only increasing simply because data storage security is not apt. We would be blind to try and visualise on making more finance methods also online if such gaping insecure methods exist in managing what is even the slightest of Data of any kind. We need to invent new and very secure methods for any person to access a single character as data through multiple security features and time and several layer of security clearance each time. It must be stored in a way that the from the least educated poor person till the most powerful should equally have genuine respect and trust fully for our country's full success accross all sections.
