Inviting Suggestions on Draft India Data Accessibility & Use Policy 2022

The draft India Data Accessibility and Use Policy was published on MeitY website on February 21, 2022. Since its publication, MeitY has been receiving several comments and suggestions on the draft policy. It’s also observed that there is a need to bring in some more clarity with regard to some of the clauses in the draft policy so that the objectives of the Data Accessibility policy to enable better services is made amply clear. These clauses will be finalized after getting inputs of stakeholders in the consultation process Accordingly the draft policy document for consultations is being shared here.

हमारे देश का भविष्य हमारी युवा पीढ़ी हैं अगर हमारी युवा पीढ़ी मजबूत, सक्षम रहेंगी तो हमारा भारत देश हर जगह से कामयाब रहेगा इसलिए पांच साल के बच्चों को केवल खेलों में ध्यान करवाना चाहिए ताकि बच्चे अपने बचपन में कुछ सीखें ।।हर युवा पीढ़ी को कंप्यूटर सीखना चाहिए अगर कोई युवा पीढ़ी आथिक तौर पर कमजोर हो तो उसे सरकारी स्कूलों के जरिए कंप्यूटर सिखाना अनिवार्य करना चाहिए।।।

श्रीमान नमस्कार हमारे युवा शाक्ति ज्यादा है ,आई टी स्किल्ड कम है कारण बहुत है प्राइमरी स्कूल में बेसिक कंप्यूटर शुरू हुआ है पर्याप्त नही, भविष्य का आई टी स्पेशलिस्ट कैसे बने,निम्नवर्ग के पास पुराना कंप्यूटर के पैसे नही,मध्यम वर्ग को सोचना पड़ता है आई टी शिक्षा इतना महंगा है फीस दे नही पाता लाखो ऐसे बच्चे तैयार है जो आठवी क्लास EWS section के तहत प्राइवेट स्कूल मे पढ़ा और कंप्यूटर सिखा है स्कूल से निकाल दिया गया । दुसरे स्कूल मे ना ढंग से आई टी का पढाई और हीनता का एहसास होगा ।जो गरीब कंप्यूटर खरीद नही सकते पहचान कर फ्री कंप्यूटर और 12वी तक की शिक्षा एक ही स्कूल मे हो।

My Dear Sir/Madam, In global standards like European GDPR there is mention of 'transparent data analysis and transparent models'. Many of the deep learning and machine learning algos are black boxes. There is very little human intuition. The computer only fits something and then says do this do that. But there are very simple statistical and econometric models and human analysis which gives insights which is much more powerful and transparent. Such models and analysis has been in academics for long time. Especially medical data analysis and biostats as doctors dont like to take any risk with human life and health. I have also build such simple simple tables and models and even published in good journals and got citation we saved lives and disablility. So we should also put 'transparent models' clause. Especially for critical functions. Please open lots more data and allow everyone to contribute and share with Govt/publish Best wishes and many thanks Manish

आंकड़े बोलते हैं..... सुनहरे मुलम्मे के तले- छिपे हुए चेहरे टटोलते हैं। आंकड़े - व्यक्ति की, संस्थान की, प्रतिष्ठान की निजी संपदा तो हैं। लेकिन ; देश की उन्नति/अवनति की दिशा में- कब प्रश्न चिह्न बनकर अटक जाएं, कब अपनी लीक से भटक जाएं, पता नहीं ; समंकों को समंक ही रहने दो- मत करो छेड़छाड़, व्यक्तिगत भी और .... सार्वजनिक भी, स्वतंत्रता बनी रहे, गर्दनें तनी रहें, और गुनगुनाते रहें सबके अधर - राष्ट्रगान....मृदु स्वर में।
