Dear honorable ministers
Cyber physical bio systems from space domain requires skills development programs in multiple subjects. It can be multi disciplinary, interdisciplinary or even transdisciplinary research programs which relies on computer science and engineering as an enabling subject for core and electives. Space programs are moving HPC and neuromorphic computing to satellites and even space data centers are now looking like a feasible alternative to land based systems for different reasons. Space programs are not governed by geographical boundaries or encumbrances

I appreciate the Ministry's timely initiative to revise the National Policy for Skill Development and Entrepreneurship. After reviewing the draft 2025 policy, I have compiled a set of suggestions to enhance its alignment with future workforce needs, global competitiveness, and inclusive development.
Key highlights of the suggestions include:
Integration of future skills (AI, green jobs, gig economy).
Stronger linkages with school and higher education via NCrF.
Emphasis on entrepreneurship, innovation labs, and risk support.
Need for a national skilling tech stack with digital credentials.
State performance scorecards and convergence frameworks.
Focus on global mobility and India’s positioning as a skill hub.
I am sharing detailed pointers. These aim to support the policy’s aspirations of scale, quality, and inclusion with actionable ideas.

The monthly stipend for apprentices should be increased.
The central government should increase it once in a specified number of years.
Graduate level apprenticeship training should be increased. It should be increased to 2 to 3 years. AEDP Program is in force. Apprenticeship training should also be provided to eligible candidates through RPL. Those who get NCVT certificate training through RPL should also be invited to participate in the National Skill Tests.
There is a way to get two degrees at a time in the country.
A person should be allowed to write NCVT exams in different trades twice.
Even if someone enters a job in another sector due to unemployment, they should be allowed to get NCVT certificates related to that sector through RPL.

Honorable ministers,
Every university/college course should help students apply the core and elective subjects using computer programs and applications.Computer Science therefore should be looked at as a subject that facilitates skills development for any subject whether it is engineering, pure Sciences, humanities, arts, management or even architecture. Students should be allowed to do projects, assignments and internships using tools from computer Sciences that help them to apply the subjects being studied in the same university or college.
An example is the use of supercomputers for computational proteomics that can integrate molecular connectomics. This is an important research area as human engrams can be mapped and the disruptive technology for defense would be preventing consolidation of memory despite memorization efforts because the energy params can be controlled using ML.

We know the nature of the manufacturing sector. There, a person will learn skills and work informally. If he tries to get a degree through RPL, then we should pave the way for that. For example, if a person works in the wet process section of textile and knows dyeing operations, then based on the skills related to that, he can be given specialization in dyeing skills in the textile wet process trade. Like the specialization system in MBA, NSDC should also provide certification.Providing specialization will create opportunities for women in the manufacturing sector to advance their education. Women work in the same sector for many years in a particular sector. If we start providing specialization, it will create a way for rural women who have entered various sectors informally and are working to advance their education. If we start providing certificates in specialization, opportunities will be created for those who have been working in the same sector for a long time.

Grievance redressal efforts should be once a month either directly or through the internet.
If deficiencies are identified at an early stage, changes can be made in the training methods. NSDC should allocate a separate section for this on its website.
To strengthen skill india 2.0, a strong organization should appoint a strong leader.
The help of the respective departments should be taken to identify experts from various fields. This will strengthen the skill india organization. TOP Performers should be identified and they should be given the responsibility of advisors to the skill india leader.Guidance from those who have received awards like TOP Performer from awarding bodies of central ministries is essential for skill development training. Their details should be sought and obtained.
