Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

Higher Educational Institutions (HEIs) can significantly contribute to the policy of National Mission by: 1. Integrating skill-based and entrepreneurial learning into academic curricula. 2. Establishing Skill Development and Innovation Hubs on campus. 3. Enhancing faculty capacity for skill training and mentorship. 4. Promoting inclusive and flexible skilling for all sections of society. 5. Building strong industry partnerships for internships and apprenticeships. 6. Supporting student entrepreneurship through incubation and funding support. 7. Conducting research and policy feedback to improve skilling outcomes. 8. Aligning activities with national initiatives like PMKVY, Startup India, and Digital India. These efforts will enhance employability, foster innovation, and create a skilled, self-reliant workforce.

मेरे सुझाव निम्नलिखित हैं: स्वास्थ्य क्षेत्र में विशेष ध्यान: नर्सिंग, पैरामेडिकल और स्वास्थ्य सेवाओं से जुड़े प्रशिक्षण कार्यक्रमों को और अधिक उन्नत और व्यावहारिक बनाया जाए, जिससे युवा बेहतर तरीके से रोजगार प्राप्त कर सकें। स्थानीय आवश्यकता के अनुसार पाठ्यक्रम: प्रत्येक राज्य या जिले की औद्योगिक और आर्थिक प्रकृति को ध्यान में रखते हुए स्थानीय स्तर पर कौशल प्रशिक्षण केंद्रों का पाठ्यक्रम तैयार किया जाए। इंटरनशिप और प्रैक्टिकल अवसर: छात्रों को केवल सैद्धांतिक ज्ञान ही नहीं, बल्कि वास्तविक कार्यस्थल अनुभव भी दिया जाए, जिससे उन्हें नौकरी प्राप्त करने में आसानी हो। डिजिटल कौशल पर बल: बदलते डिजिटल युग को देखते हुए डिजिटल शिक्षा, साइबर सुरक्षा, डेटा प्रबंधन, हेल्थटेक जैसे क्षेत्रों में प्रशिक्षण को शामिल किया जाए। महिला उद्यमिता को बढ़ावा: महिलाओं को स्वरोजगार और छोटे व्यवसायों में प्रोत्साहित करने हेतु विशेष प्रशिक्षण एवं वित्तीय सहायता दी जाए। फीडबैक आधारित प्रणाली: प्रशिक्षित युवाओं और कार्यस्थलों से नियमित फीडबैक लेकर पाठ्यक्रम और प्रशिक्षण पद्धति में समय-समय पर सुधार किया जाए।

मैं चाहता हूं की की मेरा देश सबसे आगे बढ़े और सरकार से मेरी मांग यही हैं की युवाओं को आगे बढ़ने का मौका हम सब युवा मिलकर देश को सबसे अच्छा बना दे और दूसरे देश के लोग हम लोगों को देख के चले युवाओं के अंदर जज्बात होती है मै बचपन से ही देश के बारे आगे बढ़ने का ख्वाब देखा करता था

There should be a three tier structure: 1. At the TOP, there should be University Equivalent (Skill University, Indian Institute of Skills) Institutions only for design, structure, curriculum of Skill Training program. They should act like consultative body, and not as athouratitive body 2. ITI should be the main stay of skill development program, with an option of NCVT/SCVT affiliation (with different norms and standard of training), and there skill training program should be of general nature (as is goin at present with some rationalization). 3. Specialized trg. prg. for special short term trg. prg, which are short term, specialized and specific. That should be the mandate of NSDC and any other skill institute other than ITI.

To empower the new generation and prepare them for the evolving demands of the 21st-century workforce, a comprehensive skill development program should focus on both technical and soft skills. This includes training in emerging technologies such as Artificial Intelligence, Data Science, Blockchain, Cybersecurity, and Green Energy, alongside essential digital literacy. Additionally, the program should emphasize entrepreneurial thinking, critical problem-solving, creativity, and emotional intelligence to foster innovation and leadership. Partnerships with industry leaders, academic institutions, and start-ups can help ensure real-world relevance and employability. The initiative must also be inclusive, accessible in regional languages, and delivered through hybrid models (online + offline) to reach youth in both urban and rural areas. Special attention should be given to hands-on learning, internships, and mentorship opportunities to ensure practical application and career readiness.
