In my opinion the Article 370 must be complete dissolve and scrapped. As we are in the Twenty First Century we must apply the solution of current Time with latest approach to the Kashmir Problem! We, Indian must give highest consideration; that we cannot and MUST not have a traitors among our mist or on our land. We must not appease them at any circumstance; as PDP party continues to raise a stake in power and control of region. We must have clear and concise objectives in forming Loval Govt.

Shah Geelani is a Traitor. And punishment for the traitor; must be shot against the wall without trial. Not too distance past when these Kashmiri were Wet and drawning in the flood. Indian army saving their Hyde and providing best possible aids. But Kashmiri born traitors; they bite the hand that feed them, sadly that is an Irony. This guy has created quite stirr and incitement in the region that require punishment by law. In Western world incitement is a punishable crime.

Here is Mother of all Ideas & reforms –
Let us give-up paper currency and take up Biometric Currency System (“BCS”) or Biometric Money System (“BMS”):
Every necessity is attached to money in today’s world, and How will it work – every person who would want to deal in any transaction can do it only by identifying the amount and transacting from your account via your Biometric Identity (including retina, finger-print and may be voice or DNA too for higher amount).
HOW IT WILL WORK:
• Withdraw all paper currency and plastic currency.
• Map all individuals in the India through Biometric identification. May be Adhaar card or similar identification can be used as primary source of information
• Since all the banks are going to be linked to Adhaar going forward, all the bank account can be provided with the amount in Rupees. But there wouldn’t be any cash or currency, but that the balance would be lying in the account, which can be transferred but can’t be withdrawn. Therefore only people having all legitimate /accountable money shall be converted into Biometric money. Therefore, black money or un-accounted money can neither be created nor be transacted.
• People can only transact by providing / inputting their Biometric information to a device, either at a location nearby or a device that would be hand-held (something similar to swipe machine or may be a mobile device)
• Therefore, any money in the system is accounted and this will always be clean money.
• Bigger amount above a certain limit might need DNA profiling too (may be considered).
• Companies would be considered as single entity as the case is today and transact in similar manner as they do it today (but through Biometric money).
VISIBLE ADVANTAGES:
1) CURTAIL UNJUST / INEQUALITY /CORRUPTION & EXPLOITATION AND REDUCTION OF CRIME:
Why does above mentioned corruption or crime takes place. In 70% to 80% cases the cause for above evils are monetary requirements. And above crime can be curtailed by introduction of Biometric Money. Following are some of examples and we assume that the Biometric Money System (“BMS”) is in vague.
a) Drug trafficking:
The then person who wants to buy the drugs can only make payment through BMS. Therefore, the person selling the drugs and the person buying the drugs are on government’s radar.
b) End of Black Money:
Since there will be not un-accounted money in the system and in anyone’s bank account, the money would be clean. BMS would not allow anyone to save money underneath or hide their money. Every penny in the system would be made accounted for. There will not be any “Cash Transactions”. Thus discouraging anyone to hoard things or money, therefore there will not be percolation of money. All money would be available and would flow in the system.
c) Theft / Robbery / Chain snatching etc:
Suppose someone robs you or snatches the chain, and goes to a jewelry shop to sell the product. The Jeweler would pay him through BMS, which means that the robber would be on radar of the government / police.
d) End of corruption:
The major reason for corruption is money. BMS would curtail people giving or taking bribe or commissions. As all the money is in Biometric form, which would have trail of footprints to the transactions. No one would be encouraged to take favors in the form or cash or kind.
No nexus between babus and peons; or contractors and babus etc. Every Biometric transaction(s) are going to be accounted for and can be monitored and scrutinized.
Therefore cannot be any nexus between the Bankers and the Builders, no favors taken or given.
e) End of human trafficking:
Even if anyone wants to give some money to a beggar, it can be done only through BMS. This would discourage the beggars, the human traffickers and the person giving any BMS to the beggar. Moreover, kids above 10 years would need guardian or parent’s permission or guidance, none of the kidnappers / human traffickers would want to come in front.
f) No Contract killing or Terrorist activity is possible:
Transactions through BMS would discourage anyone to take up contract killing, as the BMS would allow anyone to check and scrutinize the money trail. And since this is linked to Biometrics of the individual, they cannot act ignorant.
2) ENHANCED SCOPE OF EDUCATION :
a) Every person using the money would be aware and responsible, as to where exactly the money has come from and where their money is being spent.
b) Each and every person in India will be educated due to this fact.
c) No exploitation of un-educated members.
d) Kids are going to get into main-stream of economics, when they know about spending the money. (Kids can start their own transaction after the age of 10 years, and prior to that their parents or guardians can act on their behalf).
3) SPEEDIER JUSTICE / SWIFT JUSTICE – LEADING TO CONFIDENCE IN THE GOVERNMENT:
a) People would be discouraged to throw money and delay justice for their favor (since the money is accounted). I remember the case of one Chandigarh Judge who was caught red-handed for taking money (the case of two judges with similar name, and the cash bag was delivered to the wrong judge).
b) Police would not demand bribe for taking action. Police will also be discouraged to accept bribe from big fishes, like Builders etc.
c) Since major issue of money is being resolved by BMS, the crime rate by itself come down to a great extend.
4) COMMON MAN WOULD LEAD TENSION-FREE LIFE; AND CAN START CONTRIBUTING 100% TOWARDS THE WELL BEING OF THE COUNTRY:
a) Common man would not need to be scared of anything going forward, as the money is something that cannot be robbed or looted by anyone. (Even if someone loots some belonging, the robber may have difficulty in selling it to get money in the form of BMS).
b) Since there would be “Zero” or very low scope for corruption, common man would work towards the well being of themselves, which in turn will lead to well being of the country (Adam Smith’s theory).
VISIBLE DISADAVANTAGES:
1) This may take 5-6 years for the country to achieve the stage of Utopia.
2) There may be pressure from the Industrial class / people from Business class those who deal in cash a lot.
3) Political contribution would also be accounted for. Thus there may be resistance from political fraternity too.
4) Technical mapping and study / process map or Process chart to be made. This would need some good deliberation.
5) Importance of Banks may diminish, thus leading to pressure from that area too. Though Banks can act as catalyst for this particular transition and help government with cleaner supply of money in the system.
OPPERTUINITY:
If you require, I can come up with a process map / implementation plan that can adhered to.
Though, it would require some more deep-dive and deliberations before giving a blue-print for implementation.
PLEASE NOTE – This idea is not an outcome of any Dreamy Thoughts, but a desperate attempt to change my country, and is an outcome of the surrounding that I have experienced for the past 40 plus years.
And we all need to do, is to mend ourselves and be civilized.

Your plan “open library in every village” is a good plan but with this you should also open a computerized office in every village where villagers can banking, pay electricity bill, register FIR, DOB / death certificate and it will keep information about village, villagers and his land. This office a aware people about new schemes of government and other things.
With this plan thousands of job will be generate and villagers will aware about technology.
