Online authentication using Aadhaar, which is already being offered as an authentication mechanism by UIDAI, can be made seamless if mobile numbers of individuals are linked to their Aadhaar numbers. This would do away with users providing Aadhaar number for every transaction as their mobile numbers would represent their Aadhaar number.

Ideas and suggestions are welcome on the Concept Paper on how mobile phones and Aadhaar could be linked so that mobile phones can be used as instruments for online electronic authentication of individuals’ identities.

The suggestions may include technical architecture and solutions, Use Cases, policy guidelines, process improvements, implementation mechanisms, etc.

The last date for submission of your comments is 12th February, 2015.

First we have to increase number from 10 digit to 16 or more. Then by birth we have to fix the number. Sim card should be manufactured with no specific number. Each new Sim have some one time programmable memory (OTP NVM, EPROM), where identity number and selfi could be loaded. After then sim will start working as a Identity. But there should be blocking provision of any vulnerability (advertisement, flash messages, offers). Operating software also need clearance of any fraud/ misleading.

The Internet traffic should be localized, which is not happening we are still dependent basic resources like OS, we can make sure Internet servers run on our OS with a push to develop applications around it. We don't have a decent email provider too. I am just trying to point out towards the multitude of issues which needs attention and concentrated push to get an ecosystem up and running

Continuing, the digital India should also include the need to have strong manufacturing base, the 1998 planning commission recommendation which landed us in this soup should be avoided, Indian manufacturers should get preference for the initiatives, who also have design capabilities, right now the odds are staked against them. Something like minimum of 80% of the components which include software too should be sourced from Indian companies

agencies appointed for adhar card should go to educational institutions to capture mass public at one single time, rather then waiting in long ques for the same.

I agree with what @Abhisek Bhowmik shared. For mobile digital identity, all India MNP should be operational. I remember, getting a land line connection was a tedious task 15 years back. Govt should introduce some strict identity checking before giving a SIM card. Most of the private players are just in run for money than security of our country.
