open courseware and MOOCs can not substitute learning in colleges and Universities? they can just supplement/complement .they can enhance capacities,it means that after getting Basic degree/education these can support , there role should be to compensate the short coming of regular learning ,particularly providing latest knowledge/technology ,Care should be taken that open learning should not become a shortcut/malpractice cut for getting jobs/promotions etc.

SATWINDER SINGH , SRI MUKTSAR SAHIB There can be no substitution of teachers and classroom interaction by MOOCs. Most teachers use online course material for teaching or in their preparation but online courses ignore individual student needs as well as make the learning process mechanical however well-developed the software or the content of the course may be. Classrooms with fellow students and teachers cannot be replaced by MOOCs, they can only be supplementary.
