Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Every year every year the budget is presented in which the poor especially Those people who are living their life below the poverty line have a lot of expectations. But still inflation is at its peak even on inflation constantly trying , On one side there is the issue of inflation and on the other side our issue is of population explosion. Please give priority to the development of new expressway from Thiruvananthapuram- Kattakada- Kottoor- Ambasamudram- Tirunelveli which is the easiest connectivity to Thirunelveli in Tamil Nadu from Thiruvananthapuram. It is important for south Kerala especially the Thiruvananthapuram district as it is linked with NH 44 in Tamil Nadu, the longest North-South corridor of the country. This connectivity will reduce the 65km between Trivandrum – Tirunelveli from the existing route distance. Once the Vizhinjam mother port becomes operational, the expressway will serve as a major link to the port for the rest of the country. I humbly request you take the necessary actions to initiate the project at the earliest and expect favourable action from your side.

नमस्कार प्रधानमंत्रीजी मेरा नाम शिवनाथ जाधव है Sir मै महाराष्ट्र का का रहने वाला हू हेल्थ सेक्टर मे काम आयेगी ऐसी एक योजना मेरे पास है Sir जैसे आप इसे ADHAAR HEALTH CARD नाम दे सकते है क्युकी भारत देश मे हर एक व्यक्ती के पास उसका एक आधार कार्ड है. यह आधार कार्ड नंबर ऊस व्यक्ति का HEALTH ID होगा इस ID पर मरीज की सारी जानकारी होगी की यह मरीज किस डॉक्टर के पास इलाज किया है किस मेडिकल स्टोअर्स से दवाईया लेली किस लॅबोरेटरी मे टेस्ट किया. यह जानकारी मरीज के ADHAAR HEALTH ID पर रहेगी और अगर मरीज फिरसे बिमार हुआ तो नये डॉक्टर के पास मरीज की पिछली जानकारी रहेगी और इस मरीज का इलाज अच्छे से हो पयेगा इस योजना के और भी कई फायदे लिये जा सकते है इससे मरीज का और सरकार का दोनो काही अच्छा होगा इस योजना से काही सारी जानकारी प्राप्त होगी इससे सरकार का और मरीज का अच्छा ही होगा

As we see that we have a huge Rs. 17 lakh crore fiscal deficit which is not favorable for our economy, we see that total expenditure is much than receipt and this is the major threat for any economy. So, I conclude that we have to raise our borrowings and except from cash we should use our exports which relatively work as that we can easily escape from interest and debts, and secondly Indian Government should disinvest and make payments form past savings and government should reduce the dearness allowance to the political leaders and bureaucrats they have potential to do some penny transaction.

This budget is youth and skill oriented budget for fulfill skilled manpower demand.there are many point for it. 1 A national apprentice policy should be formed for their proper execution. 2 Tie up of educational institute with industry for promote apprentice process. 3 Apprentice should be a part of college syllabus for getting number of student. 4 Apprentice mechanism should be develop for skilled man power . 5 Distict wise apprentice centre should be develop for promote skilled man power. 6 Apprentice activity should be done quarter for develop skilled knowledge.
