The e-Committee, Supreme Court of India envisages a judicial system that is more accessible, efficient, and equitable for every individual who engages with the justice delivery system. The right of access to justice, guaranteed under Article 21 of the Constitution encompasses the right to access live court proceedings.

To imbue greater transparency, inclusivity and foster access to justice, the e-Committee has undertaken the project of live streaming of court proceedings on priority. This will enable access to live court proceedings, including on matters of public interest to citizens, journalists, civil society, academicians, and law students on a real-time basis, which was not otherwise possible owing to geographical, logistical, or infrastructural issues.

The e-Committee, Supreme Court of India invites inputs, feedback, and suggestions on the Draft Model Rules for Live-Streaming and Recording of Court Proceedings.

1 SUGGESTION FOR RECORDING - 1 THE RECORDINGS OF THE CASE CAN BE MADE FOR VIEW BY THE GENERAL PUBLIC LATER ON - NOT AT THE TIME OF LIVE STREAMING - ONLY AFTERWRDS - AFTER THE HEARING IS OVER 2 THE RECORDINGS CAN BE MADE AVAILABLE TO THE GENERAL PUBLIC BY SUBSCRIBING TO THE COURT WEBSITE / E- COMMITTEE - ZOOM TYPY PLATFORMS FOR LINKS AND ACCESS CODE 3 RECORDINGS TO BE MADE AVAILABLE TO THE GENERAL PUBLIC ONLY AFTER SUBSCRIBING TO THE LINK OF THE COURT JUST LIKE THE ZOOM PLATFORM

MY SUGGESTIONS - 1 LIVE STREAMING SHOULD BE RESTRICTED TO ONLY THE PARTIES TO THE CASE - PETITIONER / LAWYER / OTHER PARTIES TO THE CASE 2 LIVE STREAMING SHOULD NOT BE FOR THE GENERAL PUBLIC AT WILL 3 OTHERWISE ABUSE AND MISUSE BY INTERESTED PARTIES 4 PARTIES TO THE CASE IN HEARING SHOULD BE GIVEN - LOG IN ID AND OTHER PASSWORD / LINKS WITH THE ACCESS CODE 5 LIVE STREMING SHOULD BE ON SIMILAR MODEL LIKE THE ZOOM PLATFORM WITH LINK ACCESS CODE AND THE PASSWORD

महोदय, कृपया संलग्न सुझाव प्रपत्रों का अवलोकन करें, जिस आधार पर न्यायालय की कार्यवाही की लाइव स्ट्रीमिंग एवं रिकॉर्डिंग प्रक्रिया प्रारंभ हुई है। इस कारण शेष अन्य सुझावों पर भी अविलंब समुचित कार्यवाही करना भी आवश्यक है। आशा हे कि शासन को राष्ट्र/जनहित बाबत उचित सलाह प्राप्त हो गई है।

In case of litigant-in-person, who is also a witness in the matter, the Bench in its discretion will decide as to the stage at which the litigant-in-person should have access to the Recordings of the testimonies concerning the other witnesses in the matter.

8. One committee of poor farmers shall be made who are facing court proceedings for a long time. They better know about the court and it's premises problems. 9. Cases like 376 etc. shall be considered as confidential and high priority cases. 10. A customer care services shall be launched at least for 10 years so that public can get information/put complaint/grievance etc., until new act become familiar to the public. 11. A KPI system shall be adhered to know about performance of technology only.

5. Lawyer practices could also be measured on how many and how fast they become catalyst in resolving issues and must be recognised instead of carrying cases for generation which must be penalised for unnecessary wasting time of courts.
