Sir / Madam: Please find my suggestions;
1)Remove VIP / Politician Quota - this seats are mostly utilized by relative or friends of bureaucrats / politician. Please note that MP / MLA having free air booking / quota in tax payers money so why required this or else kindly remove free flight quotas to them.
2)Housekeeping / cleaning facilities not improved in last 5 years. Please accountability for contractor.
3)Coach maintenance are to be done as per specifications. Remove corrupt officials

Sikkim is the only Northeastern state which is not connected to a rail network. NH10 is the only road that connects the state with the rest of the country.

Priority should be given for maintaining the timing. Connectivity between cities should be in a structured manner so that passengers should benifit the max working time availability in the city. Quality of food shall be improved.

One of the BEST networks in the world, bogged down by overpopulation. In conjunction with the I&B ministry, people should be encouraged for NEED-BASED travel only. Digital connectivity can reduce the pressure on our RAILWAYS. More FREIGHT corridors suggested. With lesser traveller density, passenger amenities are bound to improve, which will automatically boost TOURISM. The INDIAN RAILWAY network of 180 years almost, is still one the best managed systems and a matter of pride for INDIA.

Rules or strategies are always good - the input should be how it is maintained / serviced.
Seen in Rajdhani - pantry person cleans the spoons or tray? No options - thus the car must have option for the cleaning of the utensils and not just pantry car.
Next - India never need NOW Bullet trains - money invested in it could be used to improvise the current railways physically and not on papers.
Speed increases chances of accidents increases - recovery trains and additional track for it needed.

There must be a correct time for afternoon nap and night sleep for middle seaters in the coach because the rest of the people get uncomfortable sometimes at night people also can't eat their dinner.
