The Government of India is taking several measures for promoting the growth of the manufacturing sector in India. The Make In India campaign has been initiated with the view of driving investment in this sector by creating an environment suitable for sustained growth of manufacturing, which will lead to all-round economic benefits including employment generation and income growth. The Prime Minister’s Independence Day speech mentioning this can be seen here and his speech at the launch of the Make In India campaign can be seen here.

This requires a number of steps to be taken to ensure that investors are suitably incentivized for job-creation as well as participating in the skill upgradation of the labour force employed by them.

Suggestions received from various Ministries and other stakeholders during Government-level discussions in this regard can be seen here. These suggestions include financial incentives under the Income Tax Act, labour laws, tax incentives and subsidies for skilling of employees, upgrading and improving the employment exchanges, etc.

We invite comments regarding these ideas and suggestions regarding other incentives that can be provided by the government for employment generation in the manufacturing sector. Your suggestions may be provided in the comment box below or attached as a PDF. We request that the suggestions may be explained in sufficient detail with information about the implementation mechanism and the likely impact.

Tax Incentives for Procurement from SME as part of Public Private Partnership . As part of the Public Private Contracts ( BOOT and BOT Contracts) Government can mandate the SME Trainings and Procurment of SME Products in certain areas which shall acclerate SME and Jobs in Manufacturing .. For example Frequently Used Itemss & Consumbales ( Washers , Maintenance etc )

Employment Generation in Manufacturing and Allied Sector : Women in Manufacturing . Respected Sir Government should Provide NCVT / ITI Certificaiton for Women with SME Mudrabank Assesistance SME loan to Women for promoting Women in Manufacturing . Women can be very excellent in Quality Assurance , Process etc .. Providing NCVT Cerificaiton and SME Loan for Women can be a game Changer for generating 10 Lakhs Jobs

Pramotion and Tax Incentives to Alibaba like Portal for SME to Business and SME Consumer Portals. b2B / b2C E Commerce Protal which connect and procure from SMEs should be provided with Additional Start up Funding , Tax Incentives and Free Office Space to Operat in SEZs or STPI such that Demand for SME Products can be generated .. Alibaba generated more than 10 Million Jobs in China mostly SMEs

Tax Incentives for Setting -Up & Running Vocational Training Center Spend as part of the Tax Exemptions by Corporates and Companies . Tax Incentive can be linked to Number of People Training in the Vocational Centers Say For Every NCVT Certification Govt can provide 30000 Tax Incentive ( Reduction in the Taxable Profit )

Subject: Creating a National Portal ( like NAASCOM Skill Registry ) for Vocational Course Certified or 3 year Diploma for Government Causal Contractor and Private Sector Contractors.. Sir Like NASSCOM Skill Registry, Government Should collaborate with Naukri or Job Portal to create National Portal for NCVT or Diploma certified resources which can be used.. Government can provide Free Online Training based on the Industry Needs once the candidate is selected or short listed.

Subject: Creating Additional 20 Lakh MSME Entities and 60 Lakhs Jobs in 3 years using Government Procurement and Corporate Procurement Incentive in Service Tax 30 % Procurement form MSME / SME Sectors by State and Cantal Government for various Procurement Needs. DGS&D and Kendra Bhandar should procure 50 % from MSME / SME only

Respected Sir .. 20 % Marks in BE / B Tech for Patent Filing for BE / Engineering Degrees . UGC and Universities should make policy for 20 % Marks/ Grades for Filing Patents by the Engineering Students as part of thier Academic Course in BE / B Tech in their respective Decipline . so Even if a person scores 100 % that would be counted as 80 % unless the person has a Patent filing ( Qualified Patent Filing with Innovation )
