Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

I was trying to find a place to record ONE suggestion, please. WE have just 4-Categories of PADMA awards. I suggest following: LET 1st award be called 'Padma SREYAS'; 2nd 'PADMA SRI'; 3rd- 'PADMA UTTAM'; 4th- 'PADMA PRADHAM'. Then follows 5th & 6th viz., 'Padma Bhushan' & 'Padma Vibhushan'. Let us group them as 3 PLUS 2 Plus 1. That is, increase levels- inc. scope of awards Dept-wise, specialitywise, prominence-wise. 'BHART RATNA' be awarded ONLY to deserving ones. [or, 32, 16, 8,4,2,1]

A policy is a well-documented plan of action. So, as I suggested, once disst-wise industries been identified, next is, call our prominent industrialists; ask them to help. 2.Funds are next in line. [ For any industry we say 7 Ms! incl. Money , material, men, machines, methodology, market etc]. Hence preparation has to go on side-by-side to attain these; if the markets are identified rest too will fall in place. Tie-ups for tech-know-how be allowed without a hitch. Spend time well to PLAN

1. Let GOI form DISTT. level task-force. Or, each distt., to be identified for own plusses. 2. Formulate acc. promotional schemes; for ex., along coastline, Port plus resp. economy. zones. 3. Resistance to give up lands is now high! So, ask these teams to specifically make right rehab. and re-employment programs and stick to it. 4. GO AND SEARCH FOR GROUND REALITIES & DIFFICULTIES FACED BY BUSINESSMAN & THAT CANNOT BE KNOWN BY MERE FIGURES OR BY SITTING IN OFFICES OF ALL MINISTERS. REALITY IS FAR AWAY THEN JUST FICTITIOUS STORIES SHOWN ON PRESENTATIONS BY MINSTRY. PLEASE IMPROVE BUSINESS SYSTEMS OTHERWISE IN ANOTHER 5 YEARS INDIAN MANUFACTURING WILL BE IN NEGATIVE. SMALL BUSINESSMAN/MANUFACTURERS ARE NOT INTERSTING TO WORK IN THIS SITUATION.GIVE CHANGE TO GROW TO MSME'S WHICH IS DYING NOW A DAYS. BIG CO. EATING SMALL CO.

To be a manufacturing hub, India first need to reduce import and be self sufficient first then import. This should be started from Agricultural Sector. We need new technologies (Such as Genetic Engineering, GM Mustard hybrid) which can create a boom in crop production. This would also help in outsourcing GM Research & development and seeds to other countries.

This revived industrial policy will be less about market-related restrictions, focusing more on the R&D with innovative technology, also analyzing it’s productivity gaps by monitoring competitiveness, as well as system building & coordination in enhancing policies to promote interlinked activities with a horizontal impact.

New Industrial Policy:- उदाहरण - IT सेक्टर किसी इंडियन IT कंपनी को अपने प्रोडक्ट के लिए पार्ट्स कि ज़रूरतों को भारत में ही पूरा किया जाये. जो भी पार्ट्स import करने है उन सभी संभावितों कि लिस्ट के हिसाब से mygov पर ओपन बिड हो जहा अपनी skills के हिसाब से लोग पहले ट्रेनिंग लेंगे फिर वही प्रोडक्ट बना कर देंगे इस के लिए अग्रीमेंट भी बना सकते है लोन govt. कि तरफ से और मेहनत हम लोगो कि जय हिन्द
