Sir......
I think there is no need to create new department in place of five-year plan, we should give additional power and improve them as per the requirements.

Minning should be assigned to genuine knowledgeable entities or organization. Now a days any tome dick and harry with political connection gets mining contract, and he then exploits mines to the hilt. Besides the mined raw material should be used within the country for manufacture but not export the goods.

To allow sale of cigarettes in sealed packet only because innocent child start to smoke by purchase one or two cigarettes to hide from his parent. Occasionally smoker also purchase in less number if he purchases a packet it costs too expensive. If action taken on it, it will not help him to live away from bad society but also street will keep clean as street hawkers will not sit on road to sell.

Septic Tank Effluent & untreated & half treated sewage are main source of pollution in rivers. Effluent from around 30 million Septic Tanks and sewage not treated as per current standards and that being bye passed untreated need to be taken care of thoroughly for Nirmal Ganga and Swachh Bharat.
Open drains carrying dry weather and storm drainage need to be treated in their own reach partially or fully laying stress on disinfection before being dropped in rivers.
