the skills should be developed related to area, and industry, eg. if industry is power and mining , the areas around them should get skills related to these industries so that not only they would get absorbed but also the need for them to move out of their hometown. This will save them more money which they will be able to use for tourism rather then shunting between home and work cities.& tourism industry booms.
This tourism by these skilled and employed people will generate further employmen

While considering relief i.e.(60+40) defaulters & his family will have to furnish affidavit that he would no longer keep unaccounted money abroad here after.
By giving such relaxation in proposed stringent hard actions by the Govt, the remaining defaulters may also come forward voluntarily. This process may be routed by the centre through Supreme Court with recommendations of Govt & after obtaining personal bond by the Supreme Court/ High Court depending upon the quantum of disclosed amount.

Policies and procedures similar to "Responsible Care" should be made compulsory and should be strictly followed by Mining companies and strict adherence on repeated trainings to the workforce involved in mining - as we need to massive CHANGE in the attitude towards the ENIVORNMENT and HUMAN SAFETY. Cultural change is needed and it can be done not only through compulsive policy but through inclusion policy and repeated trainings.
