वित्‍त मंत्री ने केन्‍द्रीय बजट 2015-16 के अपने बजट भाषण में निम्‍नलिखित घोषणा की:

“काले धन के प्रवाह को रोकने का एक तरीका नकद लेन-देन को हतोत्‍साहित करना है। आजकल चूंकि बहुसंख्‍यक भारतीयों के पास “रूपे” डेबिट कार्ड होता है अथवा वे उन्‍हें प्राप्‍त कर सकते हैं, अत: मैं शीघ्र ही कुछ ऐसे उपाय शुरू करने के प्रस्‍ताव करता हूं जो डेबिट अथवा क्रेडिट कार्ड संबंधी लेनदेनों को प्रोत्‍साहित करेंगे और नकद लेन-देन को हतोत्‍साहित करेंगे।”

तदनुसार, इलेक्‍ट्रॉनिक लेन-देन (ई- लेन-देन) को सुविधाजनक बनाने के लिए मसौदा प्रस्‍ताव तैयार किए गए हैं। मसौदा प्रस्‍तावों पर टिप्‍पणियां और अभिमत आमंत्रित हैं।

इलेक्‍ट्रॉनिक लेन-देन को सुविधाजनक बनाने के लिए मसौदा प्रस्‍ताव (नीचे प्रस्‍तुत प्रस्‍ताव केवल मसौदा अवस्‍था में है और लोगों की राय जानने के लिए इन्‍हें यहां रखा जा रहा है। इस अवस्‍था में वे प्रस्‍ताव, सरकार की किसी प्रतिबद्धता को इंगित नहीं करते।)

It is a very good initiative for facilitating electronic transactions and the objectives are achievable. As it is only at proposed policy stage, one more feed back from persons who have provided inputs at this stage may be obtained after detailed working level document is worked out. Mudra Bank ATM Cards-One step forward, two steps backward Government of India is making all efforts to migrate cash transactions to Safe eTransactions. The ‘Draft Proposals For Facilitating #ElectronicTransactions’ invites suggestions from general public to increase the number of Safe eTransactions in our country. In this respect, the proposal of Mudra Bank to issue ATM Cards to enable Loan beneficiaries to withdraw loan amount through cash is a retrograde step.

RBI should make provision to have consolidated passbook (Single pass book ) by integrating all bank statement or transition into one single book (like SEBI is doing), this has many advantage, in the context of electronic transition by having single book, say for a calendar month there can be a ceiling for withdrawing cash after certain limit charges should be applied for cash withdrawal, similarly transaction made by electronic mode should be rewarded based on volume of transaction made.

Dear Sir, This is a very welcome move. The swipe machine may be subsidized by the Government which in turn will reduce the cost of currency note printing, stop circulation of fake note and also higher tax collection in the long run. Widespread publicity and incentives for digital payment is also need of the hour. I wish the scheme a thumping success. ...Jayanta N Misra.....

Dear Government, Presently, there are charges applied for NEFT and RTGS service which should be removed ( No charges to be applied for electronic mode ). Instead points system to be introduced as followed by credit card company for doing transaction by electronic mode. facility NEFT and RTGS to be made real time ( Similar to IMPS ) now it works only between 9am to 7 pm on week days and partially on Saturday, it should be made 24/7/365 with real time transfer facility.
