कौशल विकास और उद्यमशीलता मंत्रालय को देश में कौशल विकास और उद्यमशीलता के लिए एक रोडमैप तैयार करने को कहा गया है। व्यांपक और हॉलिस्टिेक पॉलिसी दस्तासवेज तैयार करना इस प्रक्रिया का अभिन्नक अंग है। इसमें पहले से तैयार कौशल-विकास की मौजूदा राष्ट्री्य नीति (एन पी एस डी) 2009, पर नए सिरे से दृष्टि डालने की आवश्यिकता है।

मंत्रालय कौशल-विकास और उद्यमशीलता 2015, पर राष्ट्रीयय नीति का एक मसौदा तैयार करने में जुटा हुआ है। सभी संबंधित केंद्रीय मंत्रालयों/विभगों से कौशल विकास और उद्यमशीलता की दिशा में किए जा रहे कार्यो के साथ-साथ इस क्षेत्र की समस्या ओं और चिंताओं के संबंध में प्रारम्भिरक इनपुट्स मांगे गए थे। राष्ट्री य नीति का मसौदा इन्हींं प्रारम्भिेक इनपुट्स तथा पिछले छह माह के दौरान सभी संबंधित हित-धारकों के साथ विचार-विमर्श के आधार पर तैयार किया गया है। अब इस मसौदा नीति पर विस्तृवत विचार-विमर्श की आवश्यरकता महसूस हुई है जिससे कुशल भारत का निर्माण तीव्र गति, स्केतल और गुणवत्ताव के साथ संभव हो और इस संबंध में सुसंगत विजन और रोडमैप तैयार किया जा सके।

The major source for financing would be banks which are starved of manpower. The multiple schemes channelised through banking sector would fail if the manpower is not beefed up. Postoffices to penetrate into rural sectors while banks to meet urban and tiered towns. Skillhubs and trade mentors to be identified for focussed policy making. Integration of related skills to be part of policy. Introduce schemes wherein county discussions take place to tap innate innovative potential smartcities to hub

In our country we are teach this subject at last year when students decide their carrier. They choose what to do. Instead of teach in last year or aware at last moment of carrier, why not we aware the students of entrepreneurship at early days of their education. Lets teach them at school.Let students choice entrepreneurship as their carrier. Skill the school boys about self employment. As parents told that my son/daughter become engineer or doctor instead encourage them on skill development.

# Regulation of skill training programs not up to the mark: A large number/majority of these programs are not being run in a proper manner and suffer from lot of aberration, malpractices and use of unfair means. *Solution: The solution for the above is most urgently needed. The entire examination and testing system needs to be technologically upgraded and more professionally managed, so as to make it creditable and trustworthy.

#The selection process by employers does not test the skill of the trainees: The bulk job providers/employers (PSU/ Railways) for the skilled work force, hardly test any skill competency, rather they focus more on their analytical skill like, reasoning, math, GK, English. *Solution: The solution is to make this skill training more relevant, making these testing more skill based, so that, skilling program goes beyond a certificate awarding formality, and does some real value addition.

#Programs not recognized by other statutory bodies for the purpose of employment: This is another area, which requires urgent attention. Skill training program is typically meant for the purpose of employment, and any negative/adverse observation in this would substantially reduce their appeal. *Solution: The implementing agency/ministry may enter into MOU with the concerned regulating bodies/agencies for the recognition of respective training program for the purpose of employment.

#Lack of awareness about skill development programs and its restructuring: The entire skill development landscape is being restructured, but the details are still not clear to the participants. This is creating confusion *Solution: All these programs must be discussed at various public forums and wide publicity should be given to them, so as to make people aware of these programs. More stakeholders should be involved & invited to these programs, so as to spread awareness.

#Lack of vertical mobility in skill development: Students feels, that, once, he is into this fold, his all other options for carrier advancement would be closed. *Solution: The solution lies in linking these programs with further academic and professional growth. Proposed NVEQF/NSQF would take care of that. However, this framework needs more fine tuning, clear implantation mechanism and widespread publicity; otherwise, it would also be like another NAREGA/MANREGA and fizzle out.

#Skill Training as a last choice for the carrier option: This has been observed that skill training is considered by the students as a last choice for their carrier option. *Solution: These programs must be made more relevant, sought after by the industries and must be linked to further academic and professional growth. Unless, this impression “Once a Fitter/Mechanic, always a Fitter/Mechanic” is corrected, these programs would remain unpopular.
