Only if there are planned housing units can the corporation's administration function better in times of calamity.The city is getting bigger as migrants set up permanent residences in the big cities. Villages are emptying. Only developed cities are growing.All parts of the country should develop. There are reports that the HUKOU system has given good results in China. India needs such a system. Growth is concentrated in one place as educated youth and skilled people constantly migrate to Tier 1 and Tier 2 cities.
