The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

1. Need is to disincentivise cash for merchants and businesses. Can that be linked to Income Tax benefits? 2. No transaction charges for using apps like BHIM or Paytm, both on part of user and merchant. 3. No charges on holding of debit cards. Currently, banks are charging annually for debit cards. 4. No charges on IMPS transactions. 5. Limit the loss by telling banks to allow accountholders to establish payment limits per day for their wallets or accounts on the BHIM app.

We are talking about digital payments for all purchase but if merchant will charge extra against payment made through debit/credit card how is it possible. If i am going to purchase a scooty of Rs. 60000/- and going to pay through credit card the company asking additional payment of rs 1200 and saying that bank charging and accordingly we are charging. Than why i will pay extra. I am going to arrange cash payment and purchase in cash. Please look into matter you want to success

Some suggestions related to the report from an end citizen point of view: R-3 : State supported and an aid recipient organisations should support and accept digital payment (eg TASMAC shops, Hospital canteens ) Please add an R-14 which explicitly deals with ensuring citizen's information is secure from INTERNAL data handlers and transparent reporting on security issues by banks. SECURITY is not adequate for citizens and citizens data is secured from internal access.

1. Have digital payment modes in all govt institutions and services like public transport, Panchayat, Taluk office, Court, Gas, Power, Water etc., etc., 2. Cancel all transaction fee, even railway charges additional amount for making online payment. 3. Reduce/remove transaction charge on using debit/credit card. 4. Introduce Govt wallet (BHIM is good, need little more strength, not working since the day I started). 5. Have enough infrastructure in terms of servers/security/internet

As we observed in our social environment of villages most of the villagers are not educated nd they r not confident abt the digital payments,even they dnt knw how to operate the digital machines. they hesitate in using digital payment system. so it is suggested tht undr PM employment yojna Qualified IT unemployed students should be posted at village level who should approach nd teach the villagers for using digital systems. more thn that cyber crimes should be stopped nd can be traced easily REG
