The National Council for Vocational Education and Training (NCVET) was notified by the Ministry of Skill Development & Entrepreneurship (MSDE) vide Notification No. D-17/113/2017-E&PW on 5th December 2018, to regulate the functioning of entities engaged in Vocational Education and Training.

In pursuance of the mandate of NCVET, the ‘Guidelines for Recognition and Regulation of Assessment Agencies’ have been formulated by laying the objective, foundation principles & approach, structure, proposed models of assessment for recognizing and regulation of Assessment agencies under NCVET.

The Guidelines is posted on the public domain- MyGov portal, to solicit comments/suggestions, if any, from the public/stakeholders and all are requested to convey their suggestions/comments on the Guidelines latest by 18.10.2020.

Even though they are training institutes, the state, national and international assessment agencies that inspect the training institutes must also belong to the department. There should be appraisal agencies that study other disciplines, such as organizations that inspect Marine educational institutions. Undergraduate and postgraduate employees of appraisal agencies must have more than forty years of industry experience. And should be currently working in that field.

Vocational training institutes will examine the human resources & technology divisions of leading government and private public sector companies May be allowed to function as an AA. Although both private and self-employed people in these AA are used for research work. The govt agency should be evaluated by assessment agencies consisting of pvt and self-employed. A pvt company can be evaluated by a panel of govt & self-employed people

Large heavy industry, such as BHEL, has not recruited workers for many years. Since the implementation of Skill India in 2015, two of the trainees of the company have not even been able to get LCS jobs. Apprentice training with such companies should no longer be allowed. It is unfortunate that the largest companies in the country have actions that make the apprenticeship period uninteresting. The government should not use companies that cannot create jobs as training agencies or AA

The grievance section must act very carefully. Apprenticeships and companies need to be very careful when it comes to complaints. The government should examine the current status of Apprentice graduates every two years. This will help make the training provided by the government meaningful. These mitigation units will help provide retraining and additional training . Refresher training can be given to those who have been unemployed for many years after completing vocational and apprenticeship .
