In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software sector by focusing to create vibrant Indian Software Product Industry, where IT Products also contribute equitably and significantly along with IT Services. Though India is well positioned to further grow in services sector, however for holistic growth, there is a need for a National Policy on Software Products that can synergise the efforts of the Government and Industry to create a robust Software Product Industry, which enables the germinating ground for large number of Software product startups, promotes development of an ecosystem encouraging R&D and innovation, opens up multitude of opportunities of access to capital and helps build and improve the domestic demand. A National Policy on Software Products aligning with other initiatives such as Start-up India, Make in India and Digital India etc. can provide the springboard for India to emerge as a global leader in this important industry.

To drive the rise of India as a Software Product Nation and synergy with the ITeS sector, so as to place India as a leading player as creator, producer and supplier of innovative Software Products globally thereby enabling the IT Industry to sustain growth momentum, a Draft Policy is under consideration by this Ministry.

Ministry seeks suggestions and feedback from the public and other stakeholders on the draft before forming the policy.

The last date for sharing your inputs on the Draft National Policy on Software Products is December 9, 2016.

The following are the main recommendations: 1. Internet / Broadband speed shall be increased at affordable price. 2. Most of the government web sites - some features are not working / enabled / with errors. This shall be taken care. 3. The software designers should design the software, its features and utilities at the layman (common man) level. Most of the time it is either difficult to operate or to understand. 4. Cost of the software shall be at affordable price.

For software training in line with Skill development initiative,there should be some concessional service tax (GST) rate. There should not be duality of sales and service tax on the software license, only one Sales tax should be applicable. Hope this issue will be resolved with GST. Industries are unable to invest R&D and manufacturing design software on account of high costs. Subsidies/funding for software which impacts innovation, productivity improvement and manufacturing excellence.

Internet of things, Quantum computing, DNA based computation or just plain beyond peta-scale computation are promising technological paradigm shifts in computing that are on the horizon or even presently underway. Rather than playing catch up in the software for present computing technology space, leap frogging to seed development of commercial software for these new paradigms would be a way to go forward.

Please make a policy to follow below suggestions to improve health, transport and supply chain sector: 1. Implement best of IT process in hospitals for consultation of doctors, medicine availability for poor and tracking of that as well, infrastructure, procurement of devices and equipment and other logistics for better transparency. make a government online forecasting and prediction system by using of cloud technology in Agriculture corps production/distri.avoid middle man and system

One major thing which I would like government to do is to lower the prices for software products so that piracy will be very low in India. Provide funding to product startups from India under Make In India campaign so that more and more companies would start from India and of course we have people who are capable of building genuine new products or redesign better solution for existing products.#MeitY, #MyGov #MakeInIndia

You can open an online digital library where ebooks are available, at least the educational ones Because it's too costly for individuals to buy them legally. I have seen that bill gates has some site where the ebooks are hosted, why not make one by govt. It will be good for both authors and readers. I know this is not a big thing, but it is a big thing for us;)

1. All information - training, guidelines, labels, faq, notices and warning should be in the language of people whether it's Hindi Telugu or Malayalam for not only govt but also businesses. This will create thousands of jobs. 2. Voice search capacity and Unicode translator. 3. Court notices and court language, police and legal, business language should be the language of people with well interfaced for inter- state translation. When French German and English can do this, why can't we?

Information + Time = Technology, Software products should be easy to understand easy to follow. Every citizen of India should be e-citizen.
