The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Services Sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

The draft Rules set a strong framework but need tighter operational clarity: publish certification timelines, define subsidy/replacement ceilings, and mandate service‑provider accreditation. Require meaningful representation of persons with disabilities on standards committees and make the Assistive Technology Portal and helpline multilingual, IVR/ISL‑enabled, and backed by clear data‑privacy rules. Pilot the rules in tribal, urban poor, and disaster‑prone areas to validate low‑cost customization and distribution before nationwide rollout. Hemant Kumar Ujjwal
