Nearly a decade and half has passed since the National Policy for Empowerment of Women, 2001 was formulated. Since then significant strides in global technology and information systems have placed the Indian economy on a trajectory of higher growth impacting the general populace and women, in particular in unique and different ways. The discourse on women’s empowerment has been gradually evolving over the last few decades, wherein paradigm shifts have occurred –from seeing women as mere recipients of welfare benefits to mainstreaming gender concerns and engaging them in the development process of the country. These changes have brought forth fresh opportunities and possibilities for women’s empowerment while at the same time presenting new and emerging challenges which along with persisting socio-economic problems continue to hinder gender equality and holistic empowerment of women.

The policy envisions a society in which, women attain their full potential and are able to participate as equal partners in all spheres of life. It also emphasises the role of an effective framework to enable the process of developing policies, programmes and practices which will ensure equal rights and opportunities for women.

The broad objective of the policy is to create a conducive socio-cultural, economic and political environment to enable women enjoy de jure and de facto fundamental rights and realize their full potential.

Emerging Areas

1. Making cyber space safe place for women
2. Review constitutional provisions to enable equitable and uniform entitlements for women irrespective of caste, community or religion.
3. Protection of surrogates mothers, commissioning mother along with children born
4. Redistribution of gender roles for reducing unpaid care work to maintain balance between work and family roles
5. A comprehensive social protection to address vulnerabilities of single women

Ministry of Women and Child Development, GoI invites your inputs on the National Policy for Women 2016 so that a comprehensive policy document may be created which would address all the objectives of this policy.

Regarding violence against women 1.Cyber crime cell branches at all taluka be developed along with other women welfare centers at each taluk.Complaint against women harassment be registered at such integrated women centres which has facility of any cyber crime complaint registration,counselling for women, women welfare programs awareness campaign,child help line all these under one roof in each taluk networked together with database information displayelectronic displayed on monitors and paper

Only when this violence stops, they can emerge out without any fear. In all fields they are used as a material of favour. This should also be stopped. Just by making the punishments severe nothing is going to be achieved. There should be a change of women stature movement like your clean India movement. We are ready to support you in what ever welfare scheme you bring upon

Dear Modi ji, The weaker gender will get empowered only when the violence against them is drastically reduced. First of all the term weaker gender should be eradicated from people's mind. The thought of the people can be changed only when it is sown in schools. They should not be shown as a matter of lust and desire anyhwere. Instead of creating extra safety for women if the people are thought right about women it could be a nice policy

sir Please understand the problem facing by men in India. Because so many men are suffering due to unemployment lack of proper education and health facilities. In new policy for empowerment of women all the priorities for girls only, not to the boys.If the same thing continues boys will be kicked out from the school, at last in all the sectors productivity will be decreased drastically.Even schools male teachers we cannot find, this leads so many problems in future.

How can govt say that education and health is not available to women only when it is proven that it is economically weaker section which faces unavailability of Health, Education and Protection. Govt should not draft policy basis of which is sex discrimination. Such a terrible move by govt will lead to horrible consequences. Why govt schemes differentiate between child of different Sexes. Is it their fault they are born as boy child and not girl child? Pl stop this.

India can't believe such a biased and hatred policy is being worked by Indian Govt. Why you are discriminating between Men and Women, Boys and Girls, Male and Female. If discrimination is in mind of Govt and Policy Makers, one can easily anticipate future of our country. All highlighted issues such as health, education, violence, governance, environment are not and can not be gender specific. Govt shd ensure that policies are for welfare for people and not for selective class.

With respect to Point 5 (II) (vii) The statement is incorrect & wrong, most of the migrant families who work on large construction sites, salt pan areas, plantations & manufacturing zones employ Men Labour and not Women Labour. The data provided while preparing this policy is biased and fradulent without any reference to genuine source of information

With respect to Point 5 (II) (iii) related to education It is well documented fact, that drop rate of Males is much higher than Females. This is more so prevalent in Rural areas, where males are required to drop out of school / college to support their family. While there is no such push for females, which is partly driven by fact that Females do not have to pay any fees till graduation in most of the states.

With respect to point 5 (1) (xiii) Investments in health services need to be done basis data available for diseases and not based on Gender. eg: Mal nourishment affects all not just one gender. Osteoporosis (Bone related disease) was prevalent mainly among Women earlier and now even Men are affected. Cancer is prevalent more in Men & less in Women. If we ignore Health services in Cancer & if women have more Cancer, Then this policy would not be of any use to Women
