Nearly a decade and half has passed since the National Policy for Empowerment of Women, 2001 was formulated. Since then significant strides in global technology and information systems have placed the Indian economy on a trajectory of higher growth impacting the general populace and women, in particular in unique and different ways. The discourse on women’s empowerment has been gradually evolving over the last few decades, wherein paradigm shifts have occurred –from seeing women as mere recipients of welfare benefits to mainstreaming gender concerns and engaging them in the development process of the country. These changes have brought forth fresh opportunities and possibilities for women’s empowerment while at the same time presenting new and emerging challenges which along with persisting socio-economic problems continue to hinder gender equality and holistic empowerment of women.

The policy envisions a society in which, women attain their full potential and are able to participate as equal partners in all spheres of life. It also emphasises the role of an effective framework to enable the process of developing policies, programmes and practices which will ensure equal rights and opportunities for women.

The broad objective of the policy is to create a conducive socio-cultural, economic and political environment to enable women enjoy de jure and de facto fundamental rights and realize their full potential.

Emerging Areas

1. Making cyber space safe place for women
2. Review constitutional provisions to enable equitable and uniform entitlements for women irrespective of caste, community or religion.
3. Protection of surrogates mothers, commissioning mother along with children born
4. Redistribution of gender roles for reducing unpaid care work to maintain balance between work and family roles
5. A comprehensive social protection to address vulnerabilities of single women

Ministry of Women and Child Development, GoI invites your inputs on the National Policy for Women 2016 so that a comprehensive policy document may be created which would address all the objectives of this policy.

Policy is structurally incorrect. With respect to point 5 (1) (IV) which states "A gender transformative health strategy which recognises women’s reproductive rights with shifts such as family planning focus from female sterilisation to male sterilisation will be developed and implemented" This will bring back era of forced sterilization of Men in India like done during between 1975 and 1977. Which was also black period for India democracy during Emergency.

हमें लगता था कि केवल कांग्रेस जैसे छदमधर्मनिरपेक्ष पार्टिया ही देश को धर्म के आधार पर बांटने का प्रयास करती रही है! लेकिन लिंग भेद आधारित नीतियों और कानूनों को देखकर ऐसा लगता है कि भाजपा कांग्रेस से ज्यादा खतरनाक एजेंडे पर कर काम कर रही है अर्थात देश के जड़(परिवार) को सर्वनाश! प्रतिवर्ष भारत सरकार जितने बुजुर्गों को(महिला कानुन के दुरूपयोग कर) मारती है शायद ही विश्व में ऐसा उदहारण मिले! भारत बुजुर्गों के लिए नरक के सामान है! बालक-बालिका, लड़का-लड़की, पुरुष-महिला में विभेद घातक होगा देश के लिए

This policy is drafted with a clear intention to deny all possible rights to men. This vote bank politics will ruin the society completely. Ministry thinking of giving lessons on gender roles to children will completely jeopardize the male identity and create more she males. The plan to run gender sensitization program in judicial schools will make sure judges are made biased towards women and create injustice to men. Even more worrisome is the proposal to reconcile data from different surveys

I have never seen such an outrageous policy that clearly denies right to live for men and boys. The policies outlined clearly denies men all rights in the name of giving more benefits to women. Selective Sterilization of men, giving priority to women patients in cases of cancer, HIV/AIDS and cardio vascular disease when men suffer from these diseases more is simply selective killing of Indian males. The policy is entirely flawed and should be withheld immediately.

As per MSME Act 20% purchases are to be done by PSUs from SME sector which is not implemented. I have two suggestions : Women Entrepreneurs in SME Sector may be registered as vendors with PSU and a certain percentage reserved for SME Sector may be given to women. At every level of policy formation and implementation, women participation at equal percentage to ensure protection of women rights and justice. With my 40 years of manufacturing experience in SME sector, I can offer my free services.

Focus on 2 critical dimensions Transperency:By Transperency I mean collect data about the state of women across each areas of emphasis and make it visible, democratize it at a granular level down to the city / suburb level.
