Nearly a decade and half has passed since the National Policy for Empowerment of Women, 2001 was formulated. Since then significant strides in global technology and information systems have placed the Indian economy on a trajectory of higher growth impacting the general populace and women, in particular in unique and different ways. The discourse on women’s empowerment has been gradually evolving over the last few decades, wherein paradigm shifts have occurred –from seeing women as mere recipients of welfare benefits to mainstreaming gender concerns and engaging them in the development process of the country. These changes have brought forth fresh opportunities and possibilities for women’s empowerment while at the same time presenting new and emerging challenges which along with persisting socio-economic problems continue to hinder gender equality and holistic empowerment of women.

The policy envisions a society in which, women attain their full potential and are able to participate as equal partners in all spheres of life. It also emphasises the role of an effective framework to enable the process of developing policies, programmes and practices which will ensure equal rights and opportunities for women.

The broad objective of the policy is to create a conducive socio-cultural, economic and political environment to enable women enjoy de jure and de facto fundamental rights and realize their full potential.

5. Violence Against Women
6. Enabling Environment
7. Environment and Climate Change

Emerging Areas

1. Making cyber space safe place for women
2. Review constitutional provisions to enable equitable and uniform entitlements for women irrespective of caste, community or religion.
3. Protection of surrogates mothers, commissioning mother along with children born
4. Redistribution of gender roles for reducing unpaid care work to maintain balance between work and family roles
5. A comprehensive social protection to address vulnerabilities of single women

Ministry of Women and Child Development, GoI invites your inputs on the National Policy for Women 2016 so that a comprehensive policy document may be created which would address all the objectives of this policy.

Nicely drafted policy. health, education are critical areas which are greatly influenced by poverty. Policy needs to integrate with eradication of poverty. Time bound justice, counselling and medical help should be provided to women who are victims of violence. Education will bring redistribution of unpaid care. Enforcement of law is required to make workplace safer for women. My suggestions are in attached document

Health , Education and food are important field to work upon. Today met a women standing in front of bank to get name change of patient on hospital paper.We need to do something for elder women education.Start campaign that girls will teach their parents /mother at least 2hr/week.school program for women should be included. Besides training on how to use gov services like bank ,railway,mandi,mobile internet should be given in school.Gov welfare programs going on that area should be included.

Health and Education are two important fields which are to be given utmost importannce in the Draft National Policy especially maternal mortality rate in villages and remote areas of the country need to be reduced drastically. Further literacy rate for women/girls in remote areas and unpriviledged socities need to be focussed upon for betterment of their future. Skills to make them economically self reliant also need to be given thrust in the proposed National Policy for empowerment of women.

Three core issues pertaining to women be made cross cutting across all ministries 1. Right to Education 2. Right to respectful care 3. Right to food Public Distribution system should be linked to pregnant women , lactating mothers and children up to three years of age to address nutritional deficiency and anemia.

A couple of quick thoughts for considerations: A. Under priority areas for health, pl spell out clearly regarding right of every woman to get quality of care with special focus on respectful maternity care. B.Please refer page 4 , iv point …. Instead of making family planning a gender issue for shifting focus from female sterilization to male sterilization, it would be better to ensure that male participation is there. Ensure informed choice for her and let her take a conscious decision.

Sir बेटी के जन्म के समय से निबंधन हो हर जिला में मिस काल से जन्म की सुचना दिया जाए इसका डाटा रहे चार साल बाद पढाइ की शुरुआत की जाए बारहबि तक मुफ्त शिक्षा दी जाए तथा बेटी बचाअो बेटी पढाअो के नारे को बढाकर नौकरी पाअो किया जाए तथा लड़कियों को ही नौकरी मिले इसके लिए कुछ नया विभाग वनाया जाए तथा लड़कियों पर हो रहे जुलम को रोकने के लिए पुलिस मेतथा जज की बहाली लड़कियों की हो ताकि उनके जुड़े अपराध की जांच एवं सुनबाइ महिला का महिला ही करे

FOR SINGLE LADY OF MINORITY COMMUNITY WHO HAD CHILD BELOW 1 YR 1 I GOT REGISTERED FIR OF 420 AND OTHER SECTIONS AGAINST THE CULPRITS WHO COMMITTED FRAUD WITH ME BY GRABBING 30 LACS AFTER 19 TIMES MEETING THE SP., 9 TIMES DC ..BUT NO ACTION TAKEN AGAINST CULPRITS...THEY DISCONNECTED MY ELECTRICITY CONNECTION , WATER CONNECTION ETC N ATTACKED ME N MY DAUGHTER..POLICE REMAINED INACTIVE RATHER HARRASSED. I WAS PRESSURISED TO COMPROMISE BY PAYING 5 LACS EXTRA IS THis DEMOCRACY

FOR 3 OR SOMETIMES DONT GET PAY IN GOVT SEN SEC SCHOOL , GANGWA.THOUGH I M A REGULAR LECTURER. In MY BANK ACCT REMAINED RS 1 for almost 2 months. HOW TO SURVIVE...?..PAYING HOME LOAN??? 5 OUT OF GRUDGE ....MY INCOME TAX WAS DEDUCTED 8000 RS AT A TIME THOUGH I M PAYING HOME LOAN.
