The Ministry of Civil Aviation has issued draft rules to ensure ease of using drones in India on the basis of trust, self-certification, and non-intrusive monitoring. The Drone Rules, 2021, once notified, will supersede the UAS Rules, 2021, which came into force on March 12 this year.

The Rules aim to make the process of owning, possessing, exporting, importing, manufacturing, trading, leasing, operating, transferring, or maintaining a drone in India, simpler and hassle-free. For that, the draft rules seek to abolish the requirement of various approvals, ranging from certificate of conformance, certificate of maintenance, import clearance, to student remote pilot licences.

Besides, it proposes the development of drone corridors for cargo deliveries and a drone promotion council to be set up to facilitate a drone-friendly regulatory regime in the country.

The last date of submission is August 5, 2021.

Drone culture is increasing day by day in the world and India is also a part of that world. Drone is doing a good job in many fields like commercial activities especially during pandemic and in agriculture for spraying if pesticides and herbicides. However, as seen in Jammu, drone is also a security challenger for the sensitive installations. I feel that there should be strict rules for operating drones near to borders and sensitive installations of Govt of India.

Limit the weight carrying capacity of drones for security of installations. Limit the number with licences like the way it is done for cars. Enact laws with stringent punishments for violating privacy of individuals Limit the areas covered by drones to keep away from airports and sensitive installations. Ban imports completely . Possession of unlicensed drone should be punishable. If possible limit the frequency for remote communication that can be easily traced and terminated by defence
