The GoI, vide Notification No.31/2023 dated 24 May 2023, revised the exemption Limit on Encashment of Leave on retirement u/s 10(10AA)(ii) of the IT Act 1961 from ₹3 to ₹25 lakh wef 01.04.2023. A few aggrieved taxpayers who retired after 01.01.2016 & allowed exemption of ₹3 lakh had approached ITAT on the plea that the revised limit should be applicable wef 01.01.2016, the effective date of 7th Pay Commission, instead of 01.04.2023. Recently(2025), ITAT has rightly upheld their just plea & issued orders for refund of excess IT paid on Encashment of Leave. In terms of GoI Circular No.11/2024 dated 01.10.2024, requests for condonation of delay u/s 119(2)(b) should be submitted within 5 Assessment Years. But, large number of Non-Govt employees, who retired after 01.01.2016 & paid excess IT may be time barred to submit requests for condonation of delay, despite the genuine hardship unless the norms are relaxed to cover all retirees from 01.01.2016, as both CBDT & retirees unaware of it.

Namaste ji. More and more Innovations and Developments in all Disciplines under the Capitancy of our Honourable PM. NEP implementation also a Revolution in Academic History. Eventhough more funds have been allotted to the Defense, Space, etc,. After various observations i came to know that Funds for minor projects in Centrally funded Higher Education Institutions almost stopped. Only through Minor Research Projects, more basic Innovations possible and also it'll give more enthusiasm for students. Publications also will increase through the Minor Research Projects. It'll give more Development of all Categories including Rural based students. Especially Science Departments are in need of Minor Research Projects for their Innovations. More funds allocation for Minor Research Projects will give more strength in Science Developments. I request you to consider my suggestion for the welfare of students. It'll also add more strength to NEP also. Jai hind

Request to look in to innovative ways to reduce fuel consumption in India. A Panel to be setup for study Example : Reduction in travels for activities like in some service based companies like IT, if they can provide work from home to it employees based on the role they perform in the organisation. Say If a person travels to office in Bangalore say 20 kms one way it becomes 40 kms daily and if we add up to month it becomes approx 40 x 20 = 800 kms. If he uses 2 wheeler - 20 Liters of fuel is spent & for 4 wheeler it would be 50 L A huge potential for savings on fuel and some kind of Monetory incentive can be provided for organisation per each employee doing work from home. This will reduce traffic & Amount Govt. spends on improving traffic condition. Pollution will be less, dependency on crude import will reduced The policy should be rewarding to organisations for promting work from home. A win- win - win situation to Govt. - Organisation - Employees Thanks
