There is one suggestion. This is for reducing the rape case going on in India. We can construct a digital pole every 5-10m in the road and there should be a button on it. The button should be connected to the nearest police station's computer. IF the button in pressed than the local police will be alerted and they should arrive in time in the crime seen. Like Government of United Kingdom, Make open source formats (.ods / .odt / .odp instead of .xlsx / .doc / .ppt respectively) as default & compulsory in govenment. Republic of Korea continue to top the rankings in 2012 and also in 2014. Many countries have improved their ranking significantly like Australia and Japan. India being in middle of EGDI index, still miles to go. We have our national portal (http://www.indg.in) in only 10 languages. We have to make it enable in all Indian languages as a first step.

There is a need of Digital Preservation Policy to preserve e-governance data. Governments are spending thousands of crore of rupees on e-gov & generating huge data of Indian citizens. This data is under threat of becoming inaccessible in long term due to technological obsolescence in hardware, software & IT. Unfortunately, there is no Policy for Digital Preservation of e-gov data.Govt should work in this direction by involving its Officials, IT experts, public etc in forming an effective policy

With an agenda of bringing in the transparency to the system, empowering the people and effectiveness of execution; I think that the open source software development model is very good. In an open source model such as Apache(there are numerous projects in there) we could bring a PMO(Project Management Office) in open community via some JIRA type system( a ticket based Project Management System). This system can be implemented in all the govt and semi govt. depts. for all the projects.

whenever people see a crime in progress, accident or any emergency they do not know what to do .even if they want to contact emergency services there are many numbers like 100,101,102,103,108........ so please make 100 as a single number for emergency services .please add messaging option to number 100(and an e-mail id if possible) ...and please make people aware of emergency services via advertisements.
