There are many fields where people are competent enough to produce & market their produce but the rules & regulations to do so are very typical & hard toiling. The authorities also make it more difficult that when a person willing to do something leaves the thought. If some rules & regulations are made easy & user freindly many people will be self employed.

Railways have more then 17000 unman railway crossings. This can be secure by appointing persons under NERGA with minimum wage from nearby village, just to close the road by bamboo stick, when required 17000 * 3 man will get 100 days work and in a year 17000 * 3 * 3 man will get work keeping 300 days 24 hrs in mind. in balance time (other then closing and opening gate) the young gate-man can be engage in planting and securing trees all four side of track and both side of road.
