In Germany, if someone produces solar electricity govt buys electricity from him on higher rates from the rates they provide it to the public , this encourages nearly everyone to have solar roof panels and recently one couple have invented solar road lane for pedestrian and bicyclers, and this can be done here also. If people got to know that producing solar elec will pay there bills then they definitely look forward towards this.
