Option 1 has a good UI due to the ease in navigation leading to a better User Experience.

'Option-3' is much better as it gives a easy navigation of pages to user through image blocks. This webpage looks attractive and professional. Much clean & clear. Even this page covers maximum features of other two pages. Feature of multiple home screens make website more flexible and increases its scope.

I would definitely go ahead with the layout 1. As its pretty simple with all the necessary info right in the top header. However I was tempted to go ahead with Option 2 as thats the latest design for websites. Then went through websites of many countries eg (http://www.whitehouse.gov/open) and understood that Government websites should be very simple and very elobrate.
