Digital content uploaded by citizens on social media websites, government websites, etc. include text, photos, documents, etc. Such content requires filtering before it can be stored in databases or published online for public viewing. This filtering includes scanning for inappropriate content like potentially communal or politically sensitive statements, pornography, etc.

MyGov proposes to integrate such tools managing the content on the platform. Suggestions are invited regarding the best currently available software that can be used by MyGov for rule based online content filtering. The suggestions should include complete name of the software, details of the software, vendor and the relative merits of the tool vis-à-vis other such tools. The inputs can be provided in text, .doc or .pdf format.

Digital contents should be monitored by the users themselves, who should have an option to mark such contents "Undesirable" and Webmaster could make final decision, acting like a class Monitor!

Google automates the process of filtering through intelligent software and outsources the filtered content to small companies to further it. You should take help of companies like Google who work on something like Artificial Intelligence

if the website belongs to the government, all it has to do is scan the data being stored for the banned words. for spam links - we need to apply an antivirus antispam scanner preferably McAfee. for image scanning we have parental control software's such as ishield but i have no experience if this can be applied on server level. This is all i know.

I know of tools which can be used for blocking sites in network based on content. One of them is Cisco Meraki. Details can found at site https://meraki.cisco.com/blog/2014/05/the-critical-security-tool-you-may-be-overlooking/ . But as for blocking of any post to be uploaded based on its content ,is quite challenging task. As far as blocking post based on text can be done by using data mining tools. Details at http://www.predictiveanalyticstoday.com/top-15-free-data-mining-software/
