Digital content uploaded by citizens on social media websites, government websites, etc. include text, photos, documents, etc. Such content requires filtering before it can be stored in databases or published online for public viewing. This filtering includes scanning for inappropriate content like potentially communal or politically sensitive statements, pornography, etc.

MyGov proposes to integrate such tools managing the content on the platform. Suggestions are invited regarding the best currently available software that can be used by MyGov for rule based online content filtering. The suggestions should include complete name of the software, details of the software, vendor and the relative merits of the tool vis-à-vis other such tools. The inputs can be provided in text, .doc or .pdf format.

It filters the actual content of pages based on many methods including phrase matching, PICS filtering and URL filtering. There is no automation system that can filter all the sensitive content , there are always loop holes. I recommend a proactive approach. 1. Step 1 - all social media account signed on from India must be protected by OTP. 2. OTP must be sent to mobile number only. 3. Black list and White list of mobile must be maintained using P2P model , example truecaller.com , if many users complain about a number that mobile number should be black listed such number should be banned from using S media.
